DESCRIPTION:Join the Atlanta Council on International Relations for a Diplomatic Dialogue reception with Kenichi Matsuda\, Consul General of Japan in Atlanta.  \n\n\n\nAfter an hour of networking with beer\, wine\, and food\, Consul General Matsuda and ACIR’s Vice President of Diplomatic Relations Mark Pierson will discuss the work of the Consulate of Japan and the importance of the Southeastern U.S.-Japan relationship. The Consulate of Japan in Atlanta covers Georgia\, Alabama\, North Carolina\, and South Carolina.  \n\n\n\nThe Diplomatic Dialogue attendees will be able to ask the Consul General questions. \n\n\n\n\n\n\n\n\n\n\n\nKenichi MatsudaConsul General of Japan in Atlanta\nKenichi Matsuda was born in 1968 in Sasebo\, Japan. He graduated from the Faculty of Law at the University of Tokyo and passed the Higher Diplomatic Service Examination.  \n\n\n\nHe joined the Ministry of Foreign Affairs in April 1992. Over the years\, he held roles both in Japan and overseas. In August 2000\, he was assigned to the Embassy of Japan in Belgium. Later\, he served as the Deputy Director of the Policy Coordination Division (May 2003)\, Deputy Director\, then Principal Deputy Director of the European Policy Division (August and September 2024)\, and Principal Deputy Director of the United Nations Planning and Administration Division (March 2007).  \n\n\n\nIn January 2009\, Mr. Matsuda became Counsellor at the Embassy of Japan in France. He returned to Japan in January 2012 to serve as Deputy Chief of the Okinawa Liaison Office\, and in August 2014\, he became Director of the United Nations Planning and Administration Division. He was then posted as Minister to the Embassy of Japan in Germany (October 2016)\, followed by a similar role in France (July 2020).  \n\n\n\nIn August 2022\, Mr. Matsuda was appointed Deputy Chief of Mission and Minister at the Embassy of Japan in the Philippines. In October 2025\, Mr. Matsuda joined the Atlanta Consulate General as Consul General. He and his wife\, Yoko\, reside in Atlanta. \n\n\n\n\n\n\n\n\n\nRegister

SUMMARY:CANCELLED: Luncheon and Discussion: Japan's Evolving Defense Policy: Implications for the U.S.-Japan Alliance and Asian Security with Ryo Kiridori
DESCRIPTION:CANCELLATION NOTICE: Global Atlanta has been informed that this event has been cancelled by the ACIR \n\n\n\nOver the past decade\, Japan has significantly updated its defense policy. In 2015\, the government partially lifted restrictions on the exercise of collective self-defense. Since 2022\, the defense budget has grown rapidly\, and the Self-Defense Force has expanded its ability to project power far beyond Japan’s immediate territory. These represent significant shifts that would have been unimaginable only a few decades ago. How should we understand these developments? To what extent has Japan’s defense policy shifted from its previous course? What do these reforms mean for the U.S.–Japan Alliance and for peace and stability in the Western Pacific? What objectives is Japan seeking to achieve through these defense policy upgrades\, and what challenges does it face? This luncheon will examine these questions to provide a deeper understanding of Japan’s evolving defense posture. \n\n\n\n\n\n\n\n\n\n\n\nRyo Kiridori\, Research Fellow\, National Institute for Defense Studies (NIDS)\nRyo Kiridori is a research fellow at the National Institute for Defense Studies (NIDS)\, which he joined in 2016. From 2018 to 2019\, he was cross appointed to the Defense Ministry’s Defense Policy Bureau\, where he was engaged in drafting Japan’s mid-to-long-term defense strategy called National Defense Program Guidelines (now called National Defense Strategy) as well as in various policy-level strategic dialogues\, including the Japan-US Extended Deterrence Dialogue. His research interests cover security studies and foreign policy analysis. He has recently written a chapter in a book about lessons from Ukraine to Taiwan\, published in 2025. \n\n\n\nHe is currently working on multiple research projects\, including one about security implications of the spread of precision strike capabilities in the Indo-Pacific and a research that reassesses the role of the bureaucracy in Japan’s defense policy evolution. He holds a BA in political science from the University of New Brunswick in Canada and an MSc in International Relations from London School of Economics and Political Science.
