The ambassador will join to share his experience\, the evolution and nature of the U.S.-Colombian relationship\, and the importance of peacebuilding.  \n\n\n\nThis talk is open to the public\, and seating is available on a first-come\, first-served basis.  \n\n\n\n\n\n\n\n\n\n\n\nDaniel García-Peña Jaramillo\, Ambassador of Colombia to the United States\nAmbassador Daniel García-Peña Jaramillo is a distinguished Colombian historian and academic with vast experience in peacebuilding\, international relations\, and journalism. He holds a Master’s degree in Latin American Political Studies from the National University of Colombia and a Bachelor’s degree in Political Science and History from Belmont Abbey College in the United States. \n\n\n\nSon of a Colombian diplomat\, he spent his childhood and adolescence in the United States. Upon returning to Colombia\, he taught for many years in the country’s most prestigious universities\, particularly the National University of Colombia\, where he has specialized in US History and Foreign Policy. His scholarly work also includes numerous publications on conflict resolution\, peace processes\, and political analysis\, underscoring his intellectual contributions to understanding and fostering peace. \n\n\n\nThroughout his illustrious career\, Ambassador García-Peña has held numerous positions that have significantly contributed to Colombia’s foreign policy. Notably\, from 2012 to 2015\, he served as the Consul General of Colombia in Paris\, where his tenure was marked by a deep engagement with the Colombian diaspora and efforts to promote Colombia’s cultural and economic interests in France.​Ambassador García-Peña’s extensive experience in peace processes is exemplified by his role as High Commissioner for Peace at the Presidency of the Republic of Colombia from 1995 to 1998. He has been instrumental in various capacities of peacebuilding\, including founding and directing Planeta Paz\, an organization dedicated to supporting grassroots participation in Colombia’s peace efforts.​His distinguished career in journalism as a columnist for El Espectador has earned him accolades\, including the prestigious Simón Bolívar Journalism Award for Best Column of the Year in 2011. DESCRIPTION:When Sean Casey helped found helicopter parts supplier Rotorcorp\, he quickly noticed that companies who deploy these “flying pickup trucks” weren’t confined within U.S. borders. From far-flung fisheries and oil wells to expansive cattle ranches and infrastructure monitoring\, Robinson helicopters were being put to use all over the world in a variety of utilitarian\, and sometimes unorthodox\, applications. \n\n\n\nThe problem\, he soon found\, was that those who served them with spare parts were largely focused domestically\, and online ordering\, if it existed at all\, was a far cry from the e-commerce ease most consumers expect in their personal shopping. \n\n\n\nMr. Casey set to work expanding in two interlinked directions: digitizing inventory and improving online sales\, while also broadening company’s geographic reach\, relying on a variety of freely available resources — and carefully crafted personal relationships — to become an expert in exports. \n\n\n\nRotorcorp achieved liftoff\, and Mr. Casey exited the company in early 2025\, taking his talents and hard-won international business lessons to Dragon Q Energy\, a startup that distributes solar power poles outfitted with batteries to off-grid locations in need of reliable electricity. The company is set to launch a pilot project in Zambia as it raises capital to scale into disaster relief\, telecom\, commercial and military applications. DESCRIPTION:In a series of sweeping and controversial moves\, in early 2025 the Trump Administration dismissed thousands of government employees across key institutions that form the backbone of America’s national security\, humanitarianism\, and global engagement. These included the U.S. Agency for International Development (USAID)\, the Department of State\, the Voice of America (VOA)\, the National Security Council\, and several other critical agencies. The scale and speed of these personnel cuts have raised urgent questions about the future of U.S. diplomacy\, international development\, and the country’s ability to project soft power on the global stage. \n\n\n\nYet\, in a striking reversal\, on June 13\, the Voice of America reinstated dozens of Farsi-speaking journalists who had previously been placed on administrative leave by the Department of Government Efficiency (DOGE). This sudden pivot suggests that broadcasting to audiences in Iran has become an unexpected priority\, highlighting the Administration’s shifting strategic focus and the complex interplay between staffing decisions and foreign policy objectives. What are the long-term implications of hollowing out the diplomatic corps while selectively restoring capabilities in high-stakes regions? How might these changes affect America’s influence abroad\, its alliances\, and its ability to respond to global crises? Join the WAC for an in-depth conversation with experts from the American Foreign Service Association as they explore the profound impact of these staffing and funding reductions on the tools of diplomacy and the strategic posture of the United States in an increasingly complex world. \n\n\n\n\n\n\n\n\n\n\n\nEric Rubin \nAmbassador Eric Rubin was elected to serve as the President of the American Foreign Service Association (AFSA) after his recent posting as U.S. Ambassador to Bulgaria (2016-2019). Joining the Foreign Service in 1985 after graduating from Yale\, he started as a political and human rights officer in Honduras (1985-1988). In 1989 he was assigned to the State Department’s Operations Center. From 1989 to 1991 he worked in the Office of Soviet Union Affairs where he monitored and reported on the collapse of the Soviet Union. Next\, he served as the security affairs officer for Central and Eastern Europe. He left Washington in 1994 for Kiev\, Ukraine as Deputy Political Counselor. While there he was a recipient of AF[1]SA’s William R. Rivkin Award for Constructive Dissent by Mid-Level Officers for his work on the Bosnia crisis.  \n\n\n\nIn 1996 he returned to Washington to work for the Assistant Secretary of State for European and Canadian Affairs. From 1997-1998\, he served as an Assistant White House Press Secretary for Foreign Affairs and in 1998 he was the spe[1]cial assistant to Ambassador Thomas Pickering—then the Under Secretary of State for Political Affairs. For 1999-2000 Ambassador Rubin was a Rusk Fellow at the Institute for the Study of Diplomacy at Georgetown University where he enjoyed teaching about diplomacy. \n\n\n\nIn 2001 he was posted to Chiang Mai\, Thailand as Consul General. In 2004 he returned to Washington as the director of the Office of Policy Planning and Coordination in the Bureau of International Narcotics and Law Enforcement Affairs. In 2006 he served as the executive assistant to R. Nicholas Burns—the Under Secretary of State for Political Affairs at the time. \n\n\n\nFrom 2008 to 2011 he served as the Deputy Chief of Mission in Moscow. And from 2011 to 2015 he served as a deputy assistant secretary of state in the Bureau of European and Eurasian Affairs. Ambassador Rubin is married with two children. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\nPhilip A. Shull\nMr. Philip A. Shull has over 30 years of experience as a senior agricultural diplomat and executive with the U.S. Department of Agriculture’s Foreign Agricultural Service (FAS). In pursuing the mission of expanding food and agricultural exports and promoting global food security\, Mr. Shull has led negotiations\, directed strategic and market development planning\, conducted economic and marketing analysis\, and overseen multi-million dollar marketing\, technical exchange\, and food aid budgets. He has been a persuasive and effective advocate of U.S. and international positions on food and agricultural issues to audiences ranging from cabinet ministers to small farmers\, and represented the U.S. at international agriculture forums on food safety\, sanitary and phyto-sanitary issues\, and biotechnology. \n\n\n\nMr. Shull retired from USDA in 2016 from his position as Minister Counselor for Agriculture at the U.S. Embassy in Beijing\, USDA’s largest and most important overseas post. During his 30+ years with USDA he also directed offices in Manila\, Hong Kong\, Buenos Aires\, Seoul\, Guangzhou\, and twice in Beijing. SUMMARY:The Threat of Chinese Espionage
DESCRIPTION:Most Americans are aware that China looms large in the world of international relations. What is less known is just how great a threat China is to America’s national security. Is it true that intelligence suggests that Chinese hackers are garnering the personal information of American citizens? How is China targeting American academia to steal knowledge and innovation? And how are American companies targets of economic and technological espionage? \nFBI Special Agent in Charge Chris Hacker will discuss the Chinese threat\, economic espionage\, and China-related counterintelligence during this one-hour webinar. \n \n\n\n\n\nAbout SAC Hacker\nJ. C. “Chris” Hacker entered on duty with the FBI as a Special Agent in 2000. Following graduation from the FBI Academy\, he was assigned to the Jackson Division\, where he worked white collar crime\, public corruption\, and counterintelligence matters. He was also a member of the SWAT team and a firearms instructor. \nIn 2008\, Mr. Hacker was promoted to Supervisory Special Agent. In that role\, he oversaw the Jackson Division’s Counterterrorism\, Special Agent Bomb Technician\, and Weapons of Mass Destruction (WMD) Programs and led the Joint Terrorism Task Force (JTTF). In 2010\, he was promoted to the Counterterrorism Division’s (CTD) National JTTF. \nIn 2013\, Mr. Hacker was selected to serve as the Assistant Special Agent in Charge (ASAC) of the Mobile Division’s National Security Branch (NSB). The next year he became the ASAC of the Criminal and Administrative Branch. \nIn 2015\, Mr. Hacker was promoted to Section Chief of the NSB at FBIHQ. In that role\, he served as the Chief of Staff and Special Assistant for the Executive Assistant Director and oversaw the Executive Staff Section which enhanced the coordination of critical issues affecting the Counterintelligence Division and CTD as well as the WMD Directorate\, Terrorist Screening Center and the High Value Interrogation Group. \nIn August 2016\, Mr. Hacker began serving as the Deputy Assistant Director of the Criminal Investigative Division (CID) where he oversaw all matters related to financial crimes\, public corruption\, civil rights\, and covert operations. In March 2018\, he was named Acting Assistant Director of CID. \nIn August of 2018\, Mr. Hacker was named Special Agent in Charge of the Atlanta Field Office. \nBefore he began his career with the FBI\, Mr. Hacker earned a Bachelor of Science in Police Administration from Eastern Kentucky University and served five years with the Lexington Police Department. He is married to Kristy and they have two children\, Taylor and Jack.

SUMMARY:Gung Ho! Industrial Co-ops in Wartime China: New Insights
DESCRIPTION:Shang Yaning (Linda Shang)\, the speaker for this forum\, is a respected scholar in the field of Chinese foreign relations before 1949. The focus of her research is the Gung Ho movement to develop industrial cooperatives during China’s war against Japan\, with special interest in Edgar and Helen Snow\, who helped to establish this movement. Professor Shang is on leave during 2019 and is a Visiting Scholar at the University of Missouri-Kansas City. The connection with Prof. Shang began when USCPFA-Atlanta Co-President Prof. Doug Reynolds of Georgia State University sent some of his research materials to the Eighth Route Army Headquarters in Xi’an. Prof. Reynolds’ doctoral dissertation at Columbia University was also on the Gung Ho movement. When Reynolds learned that Shang would in the U.S. this year\, he began arranging for her to speak.
