SUMMARY:Russia's Ukraine Invasion: Implications for the Arctic
DESCRIPTION:Russia\, with 1/5th of its land mass north of the Arctic Circle\, and two million Russians of a four million population inhabiting the region\, has forced its Arctic neighbors to re-assess an angry Russia\, stung by its Ukrainian experience. Does this experience convince Russia not to engage in any changes in its current Arctic policy — or\, will increasing economic sanctions force Russia to think anew about the vast resources in the Arctic seabed? Russia’s Arctic neighbors face the necessity of an accurate assessment in these extremely troubled times. \nAt this event\, Dr. Thomas Rotnem will speak extensively about the ongoing war between Russia and Ukraine and its effects on the Arctic. \nGuest Speaker\nDr. Thomas Rotnem \nProfessor of Political Science and Associate Director\, \nSchool of Government and International Affairs\, \nKennesaw State University \nDr. Rotnem is a professor of political science in Kennesaw State University’s Department of Political Science & International Affairs. Having come to the department in Fall 2015\, he teaches courses in comparative politics and international relations. \nAt his previous university\, he received the Teacher of the Year award (2011-2012); before that\, he received the Outstanding Faculty Award twice (in 2001 and 2010)\, was nominated for the award in 2005\, and was awarded the Student Government Association’s Faculty of the Year award in 2007. \nDr. Rotnem earned dual B.A. degrees in Political Science and International Studies and an M.A. in Political Science from Ohio University. He received his Ph.D. in Political Science from the Ohio State University\, as well as a Graduate Certificate as Specialist in Russian Area Studies. In addition\, since coming to Georgia\, he has earned a M.B.A. (in Finance) from Georgia State University. \nHis concentrations within political science are in comparative politics and international political economy\, with a specialization in Russian domestic and foreign politics. His research has focused special attention upon the democratization and “resource curse” literatures in comparative politics and international political economy. He has published papers and articles on a variety of subjects\, including social welfare policies in transitioning economies\, foreign direct investment in emerging markets\, and the politics of oil and natural gas in resource-rich petro-states. Dr. Rotnem has most recently published a chapter in an edited volume on Sino-Russian engagement in Northeast Asia\, a region of particular and on-going interest in his work. \nReceiving grants from a variety of sources has enabled Dr. Rotnem to carry on much of the aforementioned scholarly work. In the past\, he has received grants and/or fellowships from the U.S. Department of State\, the U.S. Department of Education\, the Social Science Research Council\, the International Research and Exchanges Board (IREX)\, the American Council for Collaboration in Education and Language Study/American Council for Teachers of Russian (ACCELS/ACTR)\, and the Kennan Institute for Advanced Russian Studies. \nDr. Rotnem has presented his research at conferences and symposia in the United States and abroad. Two of particular formative significance for him were week-long symposia under the auspices of the Salzburg Seminar that focused upon U.S. foreign policy in Northeast Asia and Russia’s future political development. Another exceptionally formative experience for him was that as a Fulbright Lecturing Award recipient in 2010\, an experience that allowed him to engage and interact with international students and scholars in Eastern Europe. \nBeyond his teaching and research interests\, Dr. Rotnem has recently served as the President of the Georgia Political Science Association (GPSA)\, the second-largest statewide political science organization in the United States. Dr. Rotnem also serves as one of two Editors-in-Chief of Questions in Politics\, a refereed publication of the GPSA.

Based in Atlanta\, she leads Ireland’s team covering Alabama\, Florida\, Georgia\, Mississippi\, North Carolina\, South Carolina and Tennessee. \nShe joins the Consulate from a role at Ireland’s Permanent Mission to the United Nations in New York\, where she headed the team on human rights and gender equality including during Ireland’s term as an elected member of the UN Security Council. She co-chaired the Security Council’s Informal Expert Group on Women\, Peace and Security with her Mexican counterpart. Caoimhe joined the Department of Foreign Affairs in 2008. She has served at headquarters in Political Division\, Corporate Services Division\, and Consular Division. From 2015 to 2018 she was \nDeputy Director of the Americas Unit\, responsible for Latin America and the Caribbean. Caoimhe was previously posted to Ireland’s Embassy in Spain. She also led work on the Department of Foreign Affairs’ first Equality and Diversity Action Plan. Caoimhe is originally from Lucan\, County Dublin. She completed a degree in European Studies at Trinity College Dublin\, including a year studying at the Institut d’Études Politiques (Sciences-Po) in Paris\, France. She holds a Master’s degree in International Relations from the University of Cambridge and a diploma in law from the National University of Ireland. He holds a bachelor’s degree in Geography from the University of Brasilia and a bachelor’s degree in Diplomacy from Rio Branco Institute (Brazilian diplomatic academy). He also has graduate studies in Political Science at New York University\, a master’s and a doctorate in History from the University of Brasilia. \nAs a diplomat\, he served at the Brazilian Financial Office in New York (1990-1994)\, at several Brazilian Embassies including Mexico City (1994-1996)\, Washington (2000-2003)\, Montevideo (2003-2006) and Quito (2006-2010). He also served at the Brazilian Mission to the Community of Portuguese-Speaking Countries (2010-2014)\, in Lisbon. He was Ambassador of Brazil to Nicaragua from 2017 to 2022. In the present day he is the Consul General of Brazil in Atlanta (USA). He is the author of several books about Brazil’s foreign relations history. We’ll also look at examples of successful cross-border partnerships on both the government and private-sector fronts. \nAbout Ambassador Nomaindiya Cathleen Mfeketo\nAmbassador Nomaindiya Cathleen Mfeketo\nNomaindiya Cathleen Mfeketo is South African Ambassador to the United States since March 2020. \nSocial injustice and the brutality of the Apartheid system motivated Nomaindiya to enter into active politics at a tender age of 23. Nomaindiya played a critical role in post 1976 family support of detained students leading to active engagement with a number of non-governmental organisations (NGO) including the agricultural training NGO ZAKH\, the Social Change Assistance Trust (SCAT) and the Development Action Group (DAG) focused mainly on a public housing project \nNomaindiya served as South Africa’s Minister of Human Settlements (2018 – 2019) and Deputy Minister of the Department of International Relations and Cooperation (2014 – 2018) a role in which she worked closely on the Palestine question\, the Middle East Peace Process and BRICS. \nNomaindiya has had an extensive career within the South African Government and has served as the Deputy Speaker of Parliament in South Africa’s fourth Parliament and as the first black woman Mayor of the City of Cape Town. Nomaindiya has an extensive understanding and experience of South Africa’s transition to a multiparty democracy in 1994 and played a critical role within the conflict resolution negotiations between 1993 and 1996. \nNomaindiya has been a member of the ANC National Executive Committee (NEC) since 2007 to date and serves on the National Working Committee. \nShe has a keen interest in social justice issues and the alleviation of poverty in South Africa. \nNomaindiya attended school in Cape Town\, South Africa and was awarded an honorary Doctor of Law by the University of Cape Town in 2000.

Remarks are off-the-record and not recorded but social media posts are encouraged. \nAbout Consul General Anne-Laure Desjonquères \nAnne-Laure Desjonquères is a career diplomat who joined the French Ministry for Europe and Foreign Affairs (MEFA) in 2006.\nBefore being appointed Consul General of France in Atlanta\, she was the head of the division of European Union law and international economic law in the Legal Affairs Department of the MEFA since 2018. \nShe served as head of the Press & Communication Office at the French Embassy in New Delhi (India) from 2015 to 2017\, and as political advisor on domestic and African policy issues at the French Embassy in Pretoria (South Africa) from 2012 to 2015. \nShe was also a desk officer in the Strategic Affairs Department\, in charge of nuclear disarmament issues from 2010 to 2012\, and a legal consultant in European Union law in the Legal Affairs Department from 2006 to 2009. \nA former student of the French National School of Administration (ENA) and of the Ecole Normale Supérieure (Ulm)\, she graduated from Sciences Po in Paris and from the University of Paris-IV Sorbonne (Master’s Degree in History of International Relations). \nAnne-Laure Desjonquères is 43 years old. Trade and investment between the United States and France are strong. In 2019\, the United States and France traded more than $138 billion in goods and services. The Vichy Government of France severed diplomatic relations with the United States in 1942 during World War II; relations were normalized in 1944. Georgia exports to Pakistan have increased more than 1\,684% over the last 20 years. Top customers for Georgia agriculture include China\, Canada\, Mexico\, Pakistan and Turkey.  \nGeorgia has a sizable and active Pakistani diaspora\, which has drawn increased interest from the country’s consulate in Houston. Last year\, the consul general there announced that Pakistan would begin the process of locating a new consulate general in metro Atlanta\, a process that could take many years. \nAmbassador Khan will speak about efforts to deepen ties between Pakistan and the Southeast U.S. and bolster investment and trade links with Georgia.  \nAbout the Ambassador: \nAmbassador Masood Khan is currently serving as Pakistan’s Ambassador to the United States. \nHe was the President of Azad Jammu and Kashmir from August 2016 to August 2021. Immediately before becoming the President he was the Director General of the Institute of Strategic Studies Islamabad\, one of the top think tanks in Pakistan.  \nAmbassador Masood Khan had a distinguished diplomatic career. Her diplomatic journey spans various prestigious positions\, including Chair of the Mashrek Maghreb Working Group at the European External Action Service and Head of the Neighborhoods Team at the UK Permanent Representation to the EU in Brussels from 2012 to 2015. \n\n\n\nRachel’s career showcases her dedication to international affairs\, with notable roles such as Deputy Head of the International Organisations Department at the FCO (Foreign and Commonwealth Office) and Head of the Darfur Section in the Sudan Unit at the FCO/Department for International Development. Chun serves as Vice President of the Korea Chapter of the Association of the United States Army and MIG Alley Chapter of the U.S. Air Force Association\, Advisory Member of the National Policy Planning Committee\, and a Board Member of the Korean Animal Welfare Association. \n\n\n\nChun has previously served as Vice President of the Korea Freedom Federation\, Chief of the Election Support Branch\, Civil Military Affairs/Strategic Operations Directorate at the Multi-National Force (MNF) in Iraq. He was recognized by both the Republic of Korea and the United States for his contribution to the first “Fair and Free” elections in Iraq on January 30\, 2005\, with the Hwa-Rang Combat Medal and the U.S. Bronze Star Medal. \n\n\n\nFrom November of 2005\, Lieutenant General (Ret.) Chun served as the Director of U.S. Affairs at the Korean Ministry of National Defense and was involved in negotiations and cooperation with the U.S. on the relocation of U.S. forces\, camp returns\, ROK/U.S. Joint Vision Study\, Special Measures Agreement\, and the transition of the Wartime Operational Control. \n\n\n\nLTG(R) Chun commanded the 27th Infantry Division and was the Senior Member of the UN Command Military Armistice Commission. In November of 2013\, he was promoted to Lieutenant General and was assigned as the Commander of the ROK Special Warfare Command. Lieutenant General (Ret.) Chun retired from active duty as of July 31\, 2016. \n\n\n\nLieutenant General (Ret) Chun has also conducted concurrent fellowships with the Brookings Institute and the U.S.-Korea Institute (USKI) at the Johns Hopkins School of Advanced International Studies (SAIS) until October 2017.
