DESCRIPTION:On November 1\, Administrator Samantha Power will travel to Morehouse College in Atlanta\, Georgia to celebrate the Agency’s fifth agreement under USAID’s Minority Serving Institutions (MSI) Partnership Initiative this year. The Administrator will also meet with students and the university faculty during her visit. \nThrough its partnership with Morehouse College’s Andrew Young Center for Global Leadership\, USAID seeks to open more career opportunities\, mentorship\, and training pathways for Morehouse students to pursue the Foreign Service and careers in international development. The Agency will also support Morehouse’s growing network within the peacebuilding and conflict resolution space and encourage collaborations regarding international social-justice movements between university students\, faculty\, and USAID staff. This five-year joint initiative provides new opportunities for both partners to build upon shared resources\, experiences\, and investments\, and aims to raise awareness of USAID’s work in international development. \nDuring her visit\, Administrator Power and Morehouse President David A. Thomas will give remarks and formally sign the Memorandum of Understanding under USAID’s MSI Partnerships Initiative. The ceremony will also honor USAID’s distinguished colleagues’ contributions to the Morehouse community. \nThe signing ceremony and remarks will begin at 10:30 a.m. EST and are open to the press. DESCRIPTION:The Center for Contemplative Science and Compassion-Based Ethics at Emory University (Emory Compassion Center) is pleased to host a conference on December 9-10\, 2022. \nThis invitation-only conference\, “SEE Learning®: A Worldwide Initiative for Educating the Heart and Mind\,” is being held in Dharamsala\, India at the invitation of the Office of His Holiness the Dalai Lama. Timed to celebrate two important milestones\, the creation of the Dalai Lama Library and Archive and the anniversary of His Holiness the Dalai Lama receiving the Nobel Peace Prize\, the conference will highlight the progress and impact of the Compassion Center’s programming\, including The Compassion Shift Initiative. This event will preview how the initiative will advance a global culture of compassion by disseminating and scaling two of the Emory Compassion Center’s research-based programs – SEE Learning® (Social\, Emotional and Ethical Learning) an international K-12 education program\, and CBCT® (Cognitively-Based Compassion Training) a meditation program for adults. The conference will also feature a session on the Emory-Tibet Science Initiative\, a groundbreaking science education program for Tibetan Buddhist monastic institutions. \nHis Holiness the Dalai Lama will offer the keynote message with additional remarks provided in the opening session by Emory University’s executive leadership including President Gregory L. Fenves and Provost Ravi V. Bellamkonda. Lobsang Tenzin Negi\, executive director of the Emory Compassion Center\, will serve as chair. SUMMARY:Georgia Tech Symposium: Taiwan in the Indo-Pacific Geopolitical Competition
DESCRIPTION:Taiwan has long occupied a critical position in the Indo-Pacific region. The island stands at the regional geostrategic and geoeconomic frontlines\, challenging China’s regime legitimacy and hegemonic ambition\, emerging as a tiger economy in the 20th century\, and now securing its role as an advanced technology production powerhouse. Today\, as the geopolitical competition between the United States and China heats up in the Indo-Pacific\, Taiwan’s role has grown even more crucial while the island’s security circumstances have become ever more precarious. \nTo discuss these challenging conditions facing Taiwan and help chart a roadmap looking forward\, this symposium brings together panelists\, each an expert in their field\, to create a nexus of thought and discussion on the topic. \nThe symposium covers two critical aspects of Taiwan’s role in the Indo-Pacific geopolitical competition. The first considers Taiwan’s central position in China’s geostrategic ambition and discusses how the world might ward off a Chinese invasion of the island. The panelists are top thought leaders and policy influencers in European and East Asian affairs and emerging technology’s war applications. The panel discussion will weave a synthesis of the implications of the current Ukraine war and emerging technology for China’s calculations and Taiwan’s deterrence. \nThe second panel will discuss Taiwan’s crucial position in the center of the tech war ramping up between the United States and China. In the age of AI and supercomputing in what some call the third industrial revolution\, Taiwan dominates some of the tech sectors\, above all the manufacturing of semiconductors\, that will determine which great powers have the edge with access to the latest military and technological innovation possibilities. The panelists meet at the intersection between East Asian affairs and technology and industrial policy expertise to discuss the challenges and opportunities for Taiwan amid the rising U.S. export restrictions and unfolding tech competition. \nCo-sponsored by the Taipei Economic and Cultural Office in Atlanta; the Center for International Strategy\, Technology\, and Policy; the Program on Emerging Technology and International Security at the Sam Nunn School; and the General Ray Davis Endowment Fund. \nFormat \nThe symposium will use a hybrid format with in-person and virtual components. Her research interests are Taiwanese politics and U.S.-China-Taiwan relations. She previously was a Fulbright scholar at National Taiwan University in Taipei and has held visiting professor and researcher positions at universities in China and Taiwan. She is a non-resident fellow of the China Policy Institute at Nottingham University and a senior fellow of the Foreign Policy Research Institute. \n11 a.m. – 12:30 p.m. Panel 1: How to Prevent a Taiwan War? Lessons from Ukraine and Beyond \nModerator: Michele Flournoy (INTA\, Distinguished Professor of the Practice) \nFlournoy is the former Under Secretary of Defense for Policy under President Barack Obama and the Deputy Assistant Secretary of Defense for Strategy under President Bill Clinton. Additionally\, she is the co-founder of the Center for a New American Security and the co-founder and current managing partner of WestExec Advisors. She was one of the top candidates for President Biden’s choice for the Secretary of Defense. \nPanelists: \nGeneral Phil Breedlove (INTA\, Distinguished Professor of the Practice) \nGeneral Breedlove is the former NATO Supreme Allied Commander Europe and US European Command Commander. He is currently an Atlantic Council Director and led a delegation to Taiwan which was received by President Tsai in 2018. As the U.S. Air Force Commander at Luke AFB\, he helped train Taiwan’s air force wings. He is also a Center for European and Transatlantic Studies Senior Fellow and a Distinguished Professor of the Practice at the Sam Nunn School of International Affairs. \nRobert Bell (INTA\, Distinguished Professor of the Practice) \nBell is a Distinguished Professor of the Practice at the Sam Nunn School of International Affairs and CEO of National Security Counsel consulting firm. During his career\, Bell has worked with the U.S. Air Force\, the Senate Committees on Foreign Relations and Armed Services\, and NATO. Amongst many other positions\, Bell previously served as the senior civilian representative of the Secretary of Defense in Europe and the Defense Advisor to the U.S. Ambassador to NATO from 2010-17. \nAdam Stulberg (INTA\, Chair and Professor) \nStulberg is a professor and chair of the Sam Nunn School of International Affairs. His wide array of research and teaching interests include Russia and Eurasian security\, nonproliferation\, and energy security. Some of Stulberg’s many previous roles include political consultant at RAND\, post-doctoral fellow at the Center for Nonproliferation Studies\, and consultant to the Office of Net Assessment\, Office of the U.S. Secretary of Defense. \nMargaret Kosal (INTA\, Associate Professor) \nKosal is an associate professor at the Sam Nunn School of International Affairs with research focuses on technology\, strategy\, and governance\, specifically weapons of emerging security technologies and weapons of mass destruction. She is also a senior fellow at the Savannah River National Laboratory\, where she focuses on\, among others\, understanding the role of emerging technologies for security to further the needs of the Department of Energy. She has previously held positions such as Adjunct Scholar to the Modern War Institute at West Point\, advisory roles within the Office of the Secretary of Defense and to the Chief of Staff of the U.S. Army\, and leader of the U.S. involvement in the NATO Nanotechnology for Defense Working Group. \nJon Lindsay (INTA and School of Cybersecurity and Privacy\, Associate Professor) \nLindsay is an associate professor with research interests in intelligence studies\, the sociology of technology\, cybersecurity\, and deterrence in the modern era. He has published several books and papers on the subjects. In addition to his career in academia\, he has also served in the U.S. Navy with assignments in Europe\, Latin America\, and the Middle East. \n12:30 – 1:30 p.m. Lunch \n1:30 – 3 p.m. Panel 2: Taiwan’s Crucial Role at the Center of the U.S.-China Tech War \nModerator: Alasdair Young (INTA\, Professor and Neal Family Chair) \nYoung is a Professor at the Sam Nunn School of International Affairs. He is also Neal Family Chair and co-director of the Center for European and Transatlantic Studies and the Center for International Strategy\, Technology\, and Policy. He was previously the co-editor of JCMS: Journal of Common Market Studies and chair of the European Union Studies Association. His main research interest is International Political Economy\, particularly EU and transatlantic trade. On these subjects\, he has written several books\, articles\, and chapters. \nPanelists: \nJohn Krige (SOHS\, Professor Emeritus) \nKrige is a Professor Emeritus at the School of History and Sociology at Georgia Tech. His research examines the intersection between science\, technology\, and foreign policy\, with specific interests in the Cold War and space technology collaboration. His most recent book\, Knowledge Regulation and National Security in Postwar America\, speaks directly to the ongoing U.S. bans on tech exports to China amid the Indo-Pacific geopolitical competition. \nFei-ling Wang (INTA\, Professor) \nWang is a professor with research interests in East Asian relations and comparative and international political economy. He previously taught at the U.S. Military Academy and U.S. Air Force Academy and has held visiting and adjunct positions at several universities across the world. He is also a member of the Council on Foreign Relations. \nProf. Jacques deLisle (University of Pennsylvania\, Professor) \nDeLisle is a professor of political science and law at the University of Pennsylvania\, as well as the director of the Center for the Study of Contemporary China\, co-director of the Center for Asian Law\, and director of the Asia Program at the Foreign Policy Research Institute. His research and teaching interests include Chinese law and politics\, China and the international order\, China-Taiwan relations\, and U.S.-China relations. \nDaniel Aum (INTA\, Ph.D. Candidate) \nDaniel Aum is a Ph.D. candidate in International Affairs\, Science\, and Technology. Therefore\, it is only through integrated approaches and collective action – led by those who are most affected – that we can successfully mitigate climate change and prepare and adapt to its impacts. \n\n\n\nThis event presents innovative work by Atlanta-based non-profits such as CARE and The Carter Center led by these understandings. We do this through an integrated approach that includes three interconnected pathways:  increased capacities and assets\, an improved enabling environment through policies and actions by power holders\, and strengthened collective voice and action of civil society\, including social movements. As an example of this approach\, CARE could present the results of its Hamzari program in Niger\, with an integrated approach to food security and resilience to climate change. \n\n\n\nIn this presentation\, CARE will focus on the climate change-induced escalating humanitarian crises unfolding in the Sahel region of West Africa. The discussion will be structured into two main segments.Segment 1: The Climate Crisis in the Sahel: This section will explore the climate change-induced drivers that are amplifying humanitarian crises in the Sahel\, with a keen focus on drought\, desertification\, and water scarcity. These factors are contributing to heightened conflicts\, mass migrations\, and numerous socio-economic challenges\, posing a grave threat to the local communities and underscoring the need for a swift and coordinated response.Segment 2: CARE’s Humanitarian Response: transitioning from problem analysis to solution propositions\, this part will highlight CARE’s interventions in the region\, demonstrating a balanced approach of immediate humanitarian aid and long-term resilience-building activities. Collectively\, we aspire to forge a future where communities are resilient\, self-sufficient\, and poised to prosper amidst shifting climatic landscapes. \n\n\n\n\nThe Carter Center has worked in French-speaking African countries for more than 40 years\,\nincluding in Mali\, the Democratic Republic of Congo\, Chad\, Niger and Tunisia. Climate change has increasingly affected these nations\, and The Carter Center is responding\, focusing on contributing to a just transition. For example\, the new climate economy will be built using 17 critical minerals and metals that are sourced from countries experiencing the highest climate risk. Many of these minerals are mined in the Democratic Republic of Congo. Since 2007\, The Carter Center’s Extractive Industries Governance program (EIG) has been working to advance transparency and accountability in the extractive sector to ensure that the DRC’s vast natural resource wealth contributes to equitable and sustainable development\, environmental justice\, and the fulfillment of economic\, social and cultural rights for all Congolese people through a “just transition”. Driven by internationally recognized precepts for extractive industry good governance which champion transparency\, an accountable government\, and an informed public\, the Center has worked with the Congolese government\, civil society\, and the private sector to advocate for these core necessities within the DRC’s extractive industry. \n\n\n\n\nEmory Climate Talks is a student-centered initiative\ncreating opportunities for undergraduate and graduate students to become the agents of change in the climate change movement. He has an MBA from Georgia Tech and a graduate diploma in foreign language teaching and B.A. in international studies from the University of South Carolina. He is fluent in Japanese. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\nMio Maeda\, Consul General\,Consulate General of Japan in Atlatna\nMr. Mio Maeda received a law degree in 1990 from the University of Tokyo and furthered his studies atthe University of Oxford. Previously he was a senior researchfellow at the National Institute for Defense Studies(NIDS) located in Tokyo. He specializes ininternational relations\, Asia-Pacific security\, andJapanese and Australian security policies.Between 2013 and 2014\, he worked for theInternational Policy Division of the Defense PolicyBureau of the Japan Ministry of Defense as a deputy director for internationalsecurity. He earned B.A. and M.A. from Keio University\, and PhD in internationalrelations from the Australian National University.His recent publication includes: “’Kyori no Sensei’ wo Koete: Reisengo noNichigo Anzenhosyo Kyoryoku” [Beyond ‘Tyranny of Distance’: Japan-AustraliaSecurity Cooperation after the Cold War] (Keiso Publishers\, 2022). \n\n\n\n\n\n\n\n\n\n\n\n\n\n\nLisa Curtis\, Senior Fellow and Director\, Indo-Pacific Security Program The Center for a New American Security\nLisa Curtis is a Senior Fellow and Director of the Indo-Pacific Security Program at CNAS. She is a foreign policy and national security expert with over 20 years of service in the U.S. government\, including at the National Security Council (NSC)\, CIA\, State Department\, and Capitol Hill. Her work has centered on U.S. policy toward the Indo-Pacific and South Asia\, with a particular focus on U.S.-India strategic relations; Quad (United States\, Australia\, India\, and Japan) cooperation; counterterrorism strategy in South and Central Asia; and China’s role in the region. \n\n\n\nCurtis served as deputy assistant to the president and NSC senior director for South and Central Asia from 2017 to 2021 under three successive national security advisors. During her tenure at the NSC\, she coordinated U.S. policy development and implementation of the South Asia Strategy approved by the president in 2017 and was a key contributor to the Indo-Pacific Strategic Framework\, which included expanding Quad security cooperation. She coordinated policies designed to strengthen the U.S.-India defense\, diplomatic\, and trade partnership\, resulting in a widely recognized elevation of the relationship. Curtis also coordinated development of the U.S. strategy toward Central Asia\, to include facilitating new partnerships with Uzbekistan and Kazakhstan. Curtis received the Secretary of Defense Medal for Outstanding Public Service in December 2020 in recognition of her work at the NSC. \n\n\n\nFrom 2006 to 2017\, Curtis was senior fellow on South Asia at the Heritage Foundation\, where her responsibilities included research\, writing\, regular media appearances\, and frequent Congressional testimony. She also served as a professional staff member on the Senate Foreign Relations Committee\, handling the South Asia portfolio for former chairman of the committee\, Senator Richard Lugar (R-IN)\, from 2003 to 2006. Before that\, she worked as a senior advisor in the South Asia Bureau at the State Department\, where she developed and coordinated U.S. policy on India-Pakistan relations. In the late 1990s\, she worked as a senior analyst on South Asia at the CIA\, and from 1994 to 1998 served at the U.S. embassies in Pakistan and India. \n\n\n\nCurtis has published commentary in Foreign Affairs\, Foreign Policy\, The National Interest\, CNN.com\, NPR.org\, and other media outlets. She has made multiple appearances on CNN\, Fox News\, BBC\, PBS\, MSNBC\, and C-SPAN. \n\n\n\nCurtis is a member of the Board of Directors of Radio Free Europe/Radio Liberty. She is also passionate in empowering women to find their own voice and help them become leaders in their life\, work and society. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\nMellissa Takeuchi\, Senior Project Manager\, Georgia Department of Economic Development\nMellissa Takeuchi is a Project Manager at the Georgia Department of Economic Development specializing in Japanese investment. She is tasked with bringing more Japanese companies to Georgia. In addition\, she travels the state to better understand the local communities\, including all of their unique characteristics and strengths and to assist them in attracting more Japanese businesses. She took over this role in February of 2021. Ms. Takeuchi is fluent in Japanese and has more than 18 years of experience working with Japanese companies and public entities. She earned her B.A. in International Affairs and Economics from George Washington University. Prior to joining the Georgia Department of Economic Development\, she held various roles at the Consulate-General of Japan in Atlanta for 8 years. Previously she worked as a Bilingual Executive Assistant at Toppan Interamerica in McDonough\, Georgia\, as well as serving 5 years as an Assistant Language Teacher on the Japan Exchange and Teaching (JET) Program. She lived and worked just outside of Kobe\, Japan for 6 years and has remained connected to Japan and the local Japanese community in Atlanta ever since. Ms. Takeuchi is a member of the Japan-America Society of Georgia\, the Japanese Chamber of Commerce of Georgia\, and the Georgia Economic Developers Association.
