Charles Shapiro and Amanda Mattingly are leading a trip to Havana June 12-16\, 2025 to meet with a wide range of Cuban academics\, artists\, small business owners and others to figure out what is going on and how the United States should respond. We will meet with the Acting U.S. Ambassador to Cuba as well as the Cuban Ministry of Foreign Affairs (requested). The Cuban economy has been crushed by Covid\, U.S. sanctions and bad governance. In 2021 and 2024\, protests broke out and were repressed by the Cuban government. One thing is sure: the sound bites from the U.S. right and left miss the complexity of Cuba. We will meet in the Havana airport the late morning of Thursday\, June 12 and depart on flights the late afternoon on Monday\, June 16. DESCRIPTION:As climate change accelerates the melting of Arctic ice\, the region is rapidly emerging as a new geopolitical frontier. The Arctic holds immense strategic value due to its untapped natural resources—estimated to include 13% of the world’s undiscovered oil and 30% of its natural gas—as well as critical rare earth minerals essential for modern technologies. Melting ice is also opening new maritime routes that could significantly shorten global shipping times\, increasing the region’s economic and military importance. \n\n\n\nMajor powers\, including the United States\, Russia\, and China\, are expanding their presence in the Arctic\, viewing it as a key arena for influence\, resource competition\, and military positioning. The Arctic’s role in global security is further underscored by its proximity to the Greenland-Iceland-United Kingdom (GIUK) gap\, a vital chokepoint for NATO defense strategy. \n\n\n\nWithin this broader context\, the Trump Administration renewed U.S. focus on Greenland as a strategic asset. Greenland’s geographic location makes it a cornerstone of Arctic defense\, prompting the administration to place its military installations under U.S. Northern Command in 2025. The island’s vast reserves of rare earth minerals also attracted attention\, particularly as the U.S. sought to counter China’s dominance in critical supply chains. \n\n\n\nPresident Trump’s controversial proposal to purchase Greenland from Denmark\, while dismissed by both Danish and Greenlandic leaders\, reflected a broader ambition to assert U.S. dominance in the Arctic. However\, this approach drew criticism for marginalizing Greenlandic voices and treating the territory as a geopolitical commodity rather than recognizing its people as autonomous actors. SUMMARY:A Luncheon and Discussion: "Is War Coming to the Arctic ?" with Dr. Thomas Rotnem
DESCRIPTION:Climate change is thinning the Arctic ice\, promising to create a northwest passage for international trade and reigniting the competition with Russia\, China\, and other countries over access to the region’s mineral resources. The historic ties of Russia and China and their Arctic ambitions reveal that the Arctic is likely to be an arena for future strategic competition. Furthermore\, Greenland has become a focus of the U.S. and other countries because of its strategic location as well as its mineral wealth.  \n\n\n\nRussia’s 2022 invasion of Ukraine has temporarily bolstered the West’s position in the Arctic\, as previously neutral Finland and Sweden joined NATO. Finland’s accession into NATO not only increased the NATO-Russia land boarder by over 650 percent\, and moved the defense alliance a mere 250 miles from St. Petersburg\, but it also contributed to creating a divided Arctic\, where nearly half belongs to NATO while the remaining half is Russian territory.  \n\n\n\nRussia already operates a third more Arctic military bases than the U.S. and its NATO allies. Now Putin is moving soldiers\, icebreakers\, warships\, and submarines\, many of them with nuclear capabilities\, to the region\, as well as conducting Arctic drills that test hypersonic missiles capable of evading American defense.  \n\n\n\n\n\n\n\n\n\n\n\nDr. Thomas Rotnem\, Associate Director\, KSU \nThomas Rotnem is the Associate Director of the School of Government and International Affairs\, and Professor of Political Science at Kennesaw State University (KSU). His area of expertise is Comparative Politics\, with a specialization in Russian domestic and foreign politics. At KSU\, he teaches courses on Comparison Politics\, Russian Politics and Culture\, Russian Foreign Policy Comparative Democratization\, Arctic Policy\, and Politics and Security in a Changing Environment.  \n\n\n\nFor a little over a decade\, he’s been studying and writing about Russia’s policy interests in its Arctic realm\, as well as its evolving relationship with China in the region. He has received grants or fellowships from the Social Science Research Council\, IREX\, the Kennan Institute for Advanced Russian Studies\, the Woodrow Wilson Center for International Scholars\, the U.S. Department of Education\, the U.S. Department of State\, the National Science Foundation\, and the Fulbright Organization (for lectureships or scholarships in the Russian Federation and Latvia). DESCRIPTION:CANCELLATION NOTICE: Global Atlanta has been informed that this event has been cancelled by the ACIR \n\n\n\nOver the past decade\, Japan has significantly updated its defense policy. In 2015\, the government partially lifted restrictions on the exercise of collective self-defense. Since 2022\, the defense budget has grown rapidly\, and the Self-Defense Force has expanded its ability to project power far beyond Japan’s immediate territory. These represent significant shifts that would have been unimaginable only a few decades ago. How should we understand these developments? To what extent has Japan’s defense policy shifted from its previous course? What do these reforms mean for the U.S.–Japan Alliance and for peace and stability in the Western Pacific? What objectives is Japan seeking to achieve through these defense policy upgrades\, and what challenges does it face? This luncheon will examine these questions to provide a deeper understanding of Japan’s evolving defense posture. \n\n\n\n\n\n\n\n\n\n\n\nRyo Kiridori\, Research Fellow\, National Institute for Defense Studies (NIDS)\nRyo Kiridori is a research fellow at the National Institute for Defense Studies (NIDS)\, which he joined in 2016. From 2018 to 2019\, he was cross appointed to the Defense Ministry’s Defense Policy Bureau\, where he was engaged in drafting Japan’s mid-to-long-term defense strategy called National Defense Program Guidelines (now called National Defense Strategy) as well as in various policy-level strategic dialogues\, including the Japan-US Extended Deterrence Dialogue. His research interests cover security studies and foreign policy analysis. He has recently written a chapter in a book about lessons from Ukraine to Taiwan\, published in 2025. \n\n\n\nHe is currently working on multiple research projects\, including one about security implications of the spread of precision strike capabilities in the Indo-Pacific and a research that reassesses the role of the bureaucracy in Japan’s defense policy evolution. He holds a BA in political science from the University of New Brunswick in Canada and an MSc in International Relations from London School of Economics and Political Science. He holds a Master’s degree in Latin American Political Studies from the National University of Colombia and a Bachelor’s degree in Political Science and History from Belmont Abbey College in the United States. \n\n\n\nSon of a Colombian diplomat\, he spent his childhood and adolescence in the United States. Upon returning to Colombia\, he taught for many years in the country’s most prestigious universities\, particularly the National University of Colombia\, where he has specialized in US History and Foreign Policy. His scholarly work also includes numerous publications on conflict resolution\, peace processes\, and political analysis\, underscoring his intellectual contributions to understanding and fostering peace. \n\n\n\nThroughout his illustrious career\, Ambassador García-Peña has held numerous positions that have significantly contributed to Colombia’s foreign policy. Notably\, from 2012 to 2015\, he served as the Consul General of Colombia in Paris\, where his tenure was marked by a deep engagement with the Colombian diaspora and efforts to promote Colombia’s cultural and economic interests in France.​Ambassador García-Peña’s extensive experience in peace processes is exemplified by his role as High Commissioner for Peace at the Presidency of the Republic of Colombia from 1995 to 1998. He has been instrumental in various capacities of peacebuilding\, including founding and directing Planeta Paz\, an organization dedicated to supporting grassroots participation in Colombia’s peace efforts.​His distinguished career in journalism as a columnist for El Espectador has earned him accolades\, including the prestigious Simón Bolívar Journalism Award for Best Column of the Year in 2011. As such\, his interest lies at the intersection of sport\, culture\, technology\, and politics.  \n\n\n\nFrom match-fixing in football to competition manipulation\, athlete abuse\, and ‘sports washing\,’ Riddell’s brief at CNN extends far beyond simply the results and the highlights.  \n\n\n\nSoccer lies at the heart of his passion; he covered the controversial buildup to the 2022 World Cup in Qatar and a successful tournament on the ground. He attended the draw for the 2026 tournament in Washington D.C.\, and will be heavily involved in covering FIFA’s expanded tournament across North America this summer.  \n\n\n\nRiddell works across platforms\, broadcasting on television and writing complementary coverage for CNN.com. He has reported on stories from dozens of countries\, speaking to many of the world’s top athletes and profiling stories as diverse as match-fixing and the emergence of eSports. DESCRIPTION:The Sam Nunn School of International Affairs is proud to announce ICE Age: FIFA\, Human Rights\, and the 2026 FIFA World Cup with Dr. Adam Beissel\, Associate Professor of Sport Leadership and Management at Miami University (OH). This talk is part of the Soccer\, Politics and Society Speaker Series\, a collaboration between Dr. Kirk Bowman from the Nunn School and Dr. Cas Mudde at the University of Georgia. This event is made possible by support from the Soccer\, Community\, Innovation\, and Politics (SCIP) VIP. \n\n\n\nDr. Beissel’s current research project critically examines the geopolitical economy of the 2026 FIFA Men’s World Cup jointly hosted in Mexico\, Canada\, and the United States. He has authored several journal article manuscripts and refereed book chapters that explore the cultural\, political\, and economic issues and concerns that emerged through the bidding process and in the lead-up to the event’s hosting. He plans to conduct ethnographic fieldwork throughout the tournament in Summer 2026 for a series of additional journal articles and book chapters\, eventually culminating in a research book on the event. \n\n\n\nPreviously\, he led an interdisciplinary research project critically examining the cultural and political economies of the 2023 FIFA Women’s World Cup held in Australia and New Zealand. In 2023\, he published a co-edited monograph\, The 2023 FIFA Women’s World Cup: Politics\, Representation\, and Management in the Routledge Series on Women\, Sport\, and Physical Activity (with Verity Postlethwaite\, Andrew Grainger\, and Julie Brice). \n\n\n\nThe World Cup is only a few short months away\, and this talk promises to be one you will not want to miss! DESCRIPTION:The United States government made the decision to wage a military operation against the Islamic Republic of Iran on February 28th of this year. There are now discussions surrounding conflict escalation in a country that has 92 million people\, a land mass greater than California and Texas combined\, and around 1000 pounds of enriched uranium. The current and future foreign policy between the United States and the Middle East is fluid and dynamic. \n\n\n\nDr. Whitlark will discuss these factors and how this conflict may affect arms negotiations in the future in other regions and with other adversaries.  \n\n\n\nPlease join for an invigorating discussion on nuclear proliferation in Iran\, and the United States desperate attempt to prevent Iran from getting The Bomb. \n\n\n\n\n\n\n\n\n\n\n\nRachel WhitlarkAssociate Professor of International Affairs at Georgia Tech \nRachel Whitlark is a political scientist and associate professor of international affairs. Her interests lie within international security and foreign-policy decision making\, specifically including nuclear proliferation\, counter proliferation\, and military intervention.  \n\n\n\nMuch of her work investigates the role of the individual executive in foreign and security policy. Her book\, All Options on the Table: Leaders\, Preventive War\, and Nuclear Proliferation\, published in 2021 by Cornell University Press\, explores the use of preventive military force as a counter-proliferation strategy against adversarial nuclear programs and relies on archival research techniques. Additional projects examine the targeting of nuclear scientists as a counter-proliferation strategy\, the determinants of arms control negotiation success\, and presidential beliefs about nuclear coercion.  \n\n\n\nPrior to coming to Georgia Tech\, Dr. Whitlark held fellowships with the Project on Managing the Atom and International Security Program within the Belfer Center for Science and International Affairs at Harvard University’s Kennedy School of Government\, as well as with the Massachusetts Instate of Technology’s Security Studies Program.  \n\n\n\nDr. Whitlark received her Ph.D. in Political Science from the George Washington University\, holds a Master’s degree from Stanford\, and a B.A. also from George Washington.
