Is China a “paper tiger” or a significant threat to America’s very existence?\n \nACIR is honored to host Prof. Joe Bankoff for an in-person event entitled “China at the Crossroads: Economy\, Population\, and Geopolitics.”At this event\, Professor Bankoff will speak about the rise of China\, its challenges\, and its role on the world stage. \n\nAbout The Speaker  \n Joe Bankoff \nJoe Bankoff was appointed chair of The Sam Nunn School of International Affairs in the spring of 2012\, following six years as president & CEO of The Woodruff Arts Center and 32 years as a senior partner at the Atlanta-based law firm King & Spalding. \nMr. Bankoff’s association with Georgia Tech spans over a decade. It has been primarily focused on his work as the head of the law firm’s Intellectual Property and Technology practice group. In 1998 he worked with his then law partner\, Sam Nunn\, to create the first of the Nunn Policy Forums at Georgia Tech. He was a member of the advisory board of the College of Computing and served as its vice-chair for several years. He has served as a Georgia Center for Advanced Telecommunications Technology (GCATT) board member. At the request of Georgia Tech President G. P. “Bud” Peterson\, he participated in Georgia Tech’s 2010 strategic planning process. He currently serves as the nominating committee chair for the Ivan Allen Jr. Prize for Social Courage. \nMr. Bankoff’s expertise ranges across law and policy\, economic development\, government legislation\, fiscal planning\, and global issues. In 1992\, he took a sabbatical from his law firm to accept an appointment as a visiting scholar at the Max Planck Institute for Intellectual Property & Competition Law\, Munich\, Germany. There he became engaged in analyzing multi-jurisdictional copyright claims arising from satellite television in Europe. He later represented German Television (ZDF) in a related dispute with Turner Broadcasting. DESCRIPTION:Nigeria is often thought of as a bellwether for the continent of Africa. Its population is the largest on the continent\, a demographic that has approximately 70 % of its population below the age of 30. Blessed with many natural resources\, it is the largest oil and gas producer in Africa. With a diverse population numbering over 250 ethnic groups\, it strives to meet the challenges of economic growth and guaranteed democratic principles. \nAt this event\, the Nigerian Ambassador to the U.S.\, Dr. (Mrs.) Uzoma Emenike will speak about the Strategic Partnership between Nigeria and the U.S. as well as the many investment opportunities available. \nAbout the Speaker\nH.E Dr. (Mrs.) Uzoma Emenike was Nigeria’s Ambassador to Ireland with concurrent accreditation to Iceland\, between the 30th of August 2017 and the 17th of May 2021. \nFollowing her historic appointment by President Muhammadu Buhari as Nigeria’s first female Ambassador to the United States of America\, Ambassador Emenike arrived in Washington DC on the 18th of May 2021 to assume duty. \nDr. Emenike joined the Nigerian Foreign Service in January 1987. She served variously in the Protocol\, Africa\, and Training departments of the Ministry of Foreign Affairs. For six years\, between 1992 and 1998\, she was posted to the Nigerian Embassy in Abidjan\, Côte D’Ivoire. Upon her return to headquarters in Nigeria in 1998\, she was variously deployed to other departments of the Ministry\, during which she represented Nigeria in numerous bilateral and multilateral missions\, both at home and abroad. \nIn 2002\, Dr. Emenike voluntarily left the Foreign Service for the private sector where\, amongst others\, she worked as a Management Consultant. \nAmbassador Emenike has two Bachelor’s degrees\, three Master’s Degrees\, and a Doctorate Degree. She earned a B.Sc. Sociology and Anthropology from the University of Maiduguri\, Nigeria\, and an LL.B from the University of Reading in the U.K. She also holds a postgraduate diploma in Diplomacy from the Nigerian Foreign Service Academy as well as a Master’s degree in International Law and Diplomacy from the University of Lagos\, Nigeria. Dr. Emenike subsequently earned another Master’s in International Management from the University of Reading in the U.K. She capped her academic pursuit with a Doctorate degree in International Relations\, also from the University of Reading in the U.K. \nHer major areas of interest remain Africa and her people. Among her published articles are: “The AFRICA We Envisage in 50 Years’ Time” and “Europe Needs Africa”. She is also the author of the book — “Africa: The Centre-Piece of Nigeria’s Foreign Policy.” \nAmbassador Emenike is a quiet philanthropist. She has\, through her family’s Emenike Foundation\, empowered numerous women and youths. DESCRIPTION:Join ACIR as Miloslav Stašek\, Czech ambassador to the US\, explores the topic “Czech – US Relations During Rising Tensions and Conflict in the East”. \n2018 marked the 100th anniversary of the founding of Czechoslovakia\, and in 1993\, the United States established diplomatic relations with the Czech Republic after Czechoslovakia was peacefully re-established into two neighboring states. The Czech Republic is a member of the European Union and NATO\, and both the US and the Czech governments have maintained steadfast cooperation in pursuing human rights\, economic\, and security goals that promote core values for both nations. \nThe US and the Czech Republic have bi-lateral trade and investment treaties\, and while the US is the major exporter to the Czech Republic outside the European Union\, the Czech Republic is mutually engaged in exports of wines\, sporting goods\, and even startups in Silicon Valley. \nUS-Czech relations grow while Czech-Russian relations have dramatically fallen with the Russian invasion of Ukraine\, reminiscent of Russian tanks in then Czechoslovakia in 1968. The Czech government has since absorbed Ukrainian refugees and sent military equipment to Ukraine while looking to secure its nation-state\, mindful that only neighboring Slovakia separates it from western Ukraine. \n

SUMMARY:Georgia Tech Symposium: Taiwan in the Indo-Pacific Geopolitical Competition
DESCRIPTION:Taiwan has long occupied a critical position in the Indo-Pacific region. The island stands at the regional geostrategic and geoeconomic frontlines\, challenging China’s regime legitimacy and hegemonic ambition\, emerging as a tiger economy in the 20th century\, and now securing its role as an advanced technology production powerhouse. Today\, as the geopolitical competition between the United States and China heats up in the Indo-Pacific\, Taiwan’s role has grown even more crucial while the island’s security circumstances have become ever more precarious. \nTo discuss these challenging conditions facing Taiwan and help chart a roadmap looking forward\, this symposium brings together panelists\, each an expert in their field\, to create a nexus of thought and discussion on the topic. \nThe symposium covers two critical aspects of Taiwan’s role in the Indo-Pacific geopolitical competition. The first considers Taiwan’s central position in China’s geostrategic ambition and discusses how the world might ward off a Chinese invasion of the island. The panelists are top thought leaders and policy influencers in European and East Asian affairs and emerging technology’s war applications. DESCRIPTION:Fei-Ling Wang will discuss his new book The China Race: Global Competition for Alternative World Orders\, which analyzes the global competition for power and leadership between the US-led West and the People’s Republic of China. Examining the nature\, aims\, means\, accomplishments\, pitfalls and failures of Beijing’s foreign policy and the state of and developments in Sinology and the West’s China policy\, this book focuses on the existential PRC-USA rivalry and propose a holistic strategic framework\, with three ranked objectives and a list of suggested shortcuts\, for the West and the world\, including the Chinese people\, to manage\, benefit from\, and prevail in the China Race. \n\n\n\nPeter Harrell will discuss his recent article in Foreign Affairs in which he argues that rather than pursuing economic policies intended to change China\, the United States should accept that the Xi regime will not change. Instead\, it should actively manage the economic relationship with China in ways that can advance specific U.S. interests and respond to evolving geopolitical demands. He specializes ininternational relations\, Asia-Pacific security\, andJapanese and Australian security policies.Between 2013 and 2014\, he worked for theInternational Policy Division of the Defense PolicyBureau of the Japan Ministry of Defense as a deputy director for internationalsecurity. He earned B.A. and M.A. from Keio University\, and PhD in internationalrelations from the Australian National University.His recent publication includes: “’Kyori no Sensei’ wo Koete: Reisengo noNichigo Anzenhosyo Kyoryoku” [Beyond ‘Tyranny of Distance’: Japan-AustraliaSecurity Cooperation after the Cold War] (Keiso Publishers\, 2022). \n\n\n\n\n\n\n\n\n\n\n\n\n\n\nLisa Curtis\, Senior Fellow and Director\, Indo-Pacific Security Program The Center for a New American Security\nLisa Curtis is a Senior Fellow and Director of the Indo-Pacific Security Program at CNAS. She is a foreign policy and national security expert with over 20 years of service in the U.S. government\, including at the National Security Council (NSC)\, CIA\, State Department\, and Capitol Hill. Her work has centered on U.S. policy toward the Indo-Pacific and South Asia\, with a particular focus on U.S.-India strategic relations; Quad (United States\, Australia\, India\, and Japan) cooperation; counterterrorism strategy in South and Central Asia; and China’s role in the region. \n\n\n\nCurtis served as deputy assistant to the president and NSC senior director for South and Central Asia from 2017 to 2021 under three successive national security advisors. During her tenure at the NSC\, she coordinated U.S. policy development and implementation of the South Asia Strategy approved by the president in 2017 and was a key contributor to the Indo-Pacific Strategic Framework\, which included expanding Quad security cooperation. She coordinated policies designed to strengthen the U.S.-India defense\, diplomatic\, and trade partnership\, resulting in a widely recognized elevation of the relationship. In addition\, she travels the state to better understand the local communities\, including all of their unique characteristics and strengths and to assist them in attracting more Japanese businesses. She took over this role in February of 2021. Ms. Takeuchi is fluent in Japanese and has more than 18 years of experience working with Japanese companies and public entities. She earned her B.A. in International Affairs and Economics from George Washington University. Prior to joining the Georgia Department of Economic Development\, she held various roles at the Consulate-General of Japan in Atlanta for 8 years. Previously she worked as a Bilingual Executive Assistant at Toppan Interamerica in McDonough\, Georgia\, as well as serving 5 years as an Assistant Language Teacher on the Japan Exchange and Teaching (JET) Program. She lived and worked just outside of Kobe\, Japan for 6 years and has remained connected to Japan and the local Japanese community in Atlanta ever since. Cognitive Warfare operates on a global stage as we are all digitally connected and uses information technology and the tools\, machines\, networks and systems to seek out it’s target: intelligence.  \n\n\n\nChina\, as a strategic competitor to NATO\, describes Cognitive Warfare as the use of public opinion\, psychological operations\, and legal influence to achieve victory. He guest lectures at the National Defense University and Institute of World Politics on topics such as China’s cyber strategy and misinformation efforts. SUMMARY:Promoting Prosperity and Security through the US-South Korean Alliance
DESCRIPTION:Please join the Sam Nunn School of International Affairs\, the Stimson Center\,  the Korea Defense Veterans Association\, and ACIR on August 27th from 6 to 8pm in the Bill Moore Student Success Center for Promoting Prosperity and Security through the US-South Korean Alliance! This event will be a panel discussion followed by a Q&A session on the importance of the U.S. and South Korean alliance. Speakers will include\, Jenny Town of the Stimson Center\, Maj. Gen. (Ret.) Pat Donahoe\, and with moderation from Iliana Ragnone of the Stimson Center. With growing tensions throughout East Asia\, these conversations will certainly provide excellent and pertinent insights. \n\n\n\nThe event will be located in the President’s Suite A+B\, located directly past the main entrance to the building. Ambassador Beste completed his Abitur (high school diploma equivalent) in 1985\, and from there served for a year in the German military. He then continued his higher education studying history in Bochum\, Bielefeld\, and Baltimore receiving a Master of Arts from both John Hopkins University\, in Baltimore\,  Maryland\, as well as Bielefeld University in Bielefeld\, Germany.  \n\n\n\nFrom 1992-2014\, Beste served a variety of editorial roles for both public offices and private publication. Most notably\, he spent thirteen years as an Editor of Der SPIEGEL in Berlin\, as a political editor and writer. In 2014\, Beste was appointed Deputy Head of the Planning Staff in the German Federal Foreign Office. He proved himself as an effective contributor and leader finally becoming the German Ambassador to the Republic of Austria in September of 2019. Ambassador Beste is happily married with two children\, and resides in Berlin\, Germany. DESCRIPTION:A Book Talk with Dr. Chen Jian\n\n\n\nDr. CHEN Jian is the Director of the NYU Shanghai-ECNU Center on Global History\, Economy and Culture\, Distinguished Global Network Professor of History at NYU Shanghai and NYU\, Hu Shih Professor Emeritus at Cornell University\, Zijiang Distinguished Visiting Professor at East China Normal University\, and Global Fellow at the Woodrow Wilson Center. His seminal biography of Zhou Enlai\, was published by Harvard University Press. \n\n\n\nZhou Enlai\, China’s premier of 27 years\, was a central actor in the making of the Sino-American Rapprochement in the early 1970s\, one of the most important events in 20th-century world history. It not only turned Beijing and Washington from bitter enemies to “tacit allies” (in Kissinger’s words) but also transformed the orientation or even essence of the Global Cold War. Zhou was one of a small group of Chinese and American officials whose prior work had enabled President Jimmy Carter and his Chinese counterpart Deng Xiaoping to accomplish the historic normalization of the bilateral relations in 1979.
