SUMMARY:Sports Diplomacy as a Key Tool in U.S. Foreign Policy
DESCRIPTION:While the United States leveraged the power of sports even before the ping-pong diplomacy era\, the Sports Diplomacy Division at the U.S. Department of State was established in the wake of 9/11 as a means of reaching out to youth in the Middle East through soccer. Its scope has expanded to include all regions\, thousands of participants\, and the full spectrum of sports. The division’s people-to-people sports exchanges open doors in hard-to-reach places and engage communities at the grassroots level.\nWhile a government-led Ministry of Sport is responsible for sports in many countries\, the United States has a different model with leagues\, federations\, collegiate sports\, youth athletics\, and the U.S. Olympic and Paralympic Committee driving the sports space. The U.S. Department of State’s Sports Diplomacy Division works with these American sports entities and partner non-profits to manage its core sports diplomacy programs. DESCRIPTION:The ACIR is excited to host a frank webinar discussion with Shaima Gargash\, Deputy Chief of Mission at the UAE Embassy in Washington D.C. She will discuss the UAE’s role as a regional power and its current positions regarding Israel\, Turkey\, and Iran. \nThis year\, the United Arab Emirates (UAE) celebrates its Golden Jubilee. During its 50 year history\, the UAE has emerged as the most diverse and advanced country in the Middle East. It is a nation that has risen above the historical violence of the region and is paving a new path to peace. The UAE is recognized as both a regional power of the Middle East and an international “middle power”. The UAE is home to more than 200 foreign nationalities\, and – though Islam is the official religion – allows churches\, temples\, synagogues and Buddhist monasteries. It is the first Arab country to launch a successful Mars mission\, the first in the region to establish a nuclear power plant\, and a significant humanitarian player – providing assistance to alleviate poverty at home and abroad and leading the region in opening new paths for women. \nJoin ACIR for a frank discussion with the Deputy Chief of Mission at the UAE Embassy in Washington D.C. She will discuss: \n\nThe UAE’s role as a regional power;\nThe historic agreement with Israel;\nThe UAE’s position regarding Turkey and Iran.\n\nAbout Shaima H. Gargash\nMs. Shaima Hussain Gargash is the Deputy Chief of Mission at the Embassy of the United Arab Emirates in Washington\, D.C. appointed in early 2019. Prior to her current position\, Ms. Gargash was the Head of Communications and Public Diplomacy for over two years and a political analyst at the Congressional Affairs division before that. Before her appointment to Washington Ms. Gargash led the Policy Division at the Policy Planning Department (PPD) at the UAE Ministry of Foreign Affairs and International Cooperation (MOFA) for three years. \nMs. Gargash has previously worked in both the public and private sectors dealing with economic and socio-political issues. Ms. Gargash was directly involved with initial phases of the Medium-Term Expenditure Framework (MTEF) a fiscal policy for the government of Abu Dhabi at the Abu Dhabi Department of Finance. In 2008\, Ms. Gargash was part of the core team that was involved in the UAE’s First Universal Periodic Review (UPR) report at the Human Rights’ Council. During this same period\, working for the Ministry of State for Federal National Council Affairs (MFNCA)\, Ms. Gargash assisted in publishing a women’s public relations paper. In 2009\, Ms. Gargash compiled an extensive research paper in collaboration with the Dubai School of Government (DSG) on “Women’s political Participation in the UAE” during her work at the MFNCA. Ms. Gargash also worked at corporate banking and real-estate in Dubai prior to joining the government sector. \nMs. Gargash holds a BA in Economics and a minor in International Relations from the American University of Sharjah\, and a Masters in Public Administration from the Dubai School of Government in the UAE. Ms. Gargash is married to Mr. Fadel Al Mheiri a Filmmaker/Scriptwriter\, and has three children.

In spite of the onslaught\, Nigerian civil society remains vibrant and continues its attempts to hold the government accountable. \nWhat can human rights organizations and the international community do to defend human rights in Nigeria? SUMMARY:Russia's Ukraine Invasion: Implications for the Arctic
DESCRIPTION:Russia\, with 1/5th of its land mass north of the Arctic Circle\, and two million Russians of a four million population inhabiting the region\, has forced its Arctic neighbors to re-assess an angry Russia\, stung by its Ukrainian experience. Does this experience convince Russia not to engage in any changes in its current Arctic policy — or\, will increasing economic sanctions force Russia to think anew about the vast resources in the Arctic seabed? Russia’s Arctic neighbors face the necessity of an accurate assessment in these extremely troubled times. \nAt this event\, Dr. Thomas Rotnem will speak extensively about the ongoing war between Russia and Ukraine and its effects on the Arctic. \nGuest Speaker\nDr. Thomas Rotnem \nProfessor of Political Science and Associate Director\, \nSchool of Government and International Affairs\, \nKennesaw State University \nDr. Rotnem is a professor of political science in Kennesaw State University’s Department of Political Science & International Affairs. Having come to the department in Fall 2015\, he teaches courses in comparative politics and international relations. \nAt his previous university\, he received the Teacher of the Year award (2011-2012); before that\, he received the Outstanding Faculty Award twice (in 2001 and 2010)\, was nominated for the award in 2005\, and was awarded the Student Government Association’s Faculty of the Year award in 2007. \nDr. Rotnem earned dual B.A. degrees in Political Science and International Studies and an M.A. in Political Science from Ohio University. He received his Ph.D. in Political Science from the Ohio State University\, as well as a Graduate Certificate as Specialist in Russian Area Studies. In addition\, since coming to Georgia\, he has earned a M.B.A. (in Finance) from Georgia State University. \nHis concentrations within political science are in comparative politics and international political economy\, with a specialization in Russian domestic and foreign politics. His research has focused special attention upon the democratization and “resource curse” literatures in comparative politics and international political economy. He has published papers and articles on a variety of subjects\, including social welfare policies in transitioning economies\, foreign direct investment in emerging markets\, and the politics of oil and natural gas in resource-rich petro-states. Dr. Rotnem has most recently published a chapter in an edited volume on Sino-Russian engagement in Northeast Asia\, a region of particular and on-going interest in his work. \nReceiving grants from a variety of sources has enabled Dr. Rotnem to carry on much of the aforementioned scholarly work. In the past\, he has received grants and/or fellowships from the U.S. Department of State\, the U.S. Department of Education\, the Social Science Research Council\, the International Research and Exchanges Board (IREX)\, the American Council for Collaboration in Education and Language Study/American Council for Teachers of Russian (ACCELS/ACTR)\, and the Kennan Institute for Advanced Russian Studies. \nDr. Rotnem has presented his research at conferences and symposia in the United States and abroad. Two of particular formative significance for him were week-long symposia under the auspices of the Salzburg Seminar that focused upon U.S. foreign policy in Northeast Asia and Russia’s future political development. Another exceptionally formative experience for him was that as a Fulbright Lecturing Award recipient in 2010\, an experience that allowed him to engage and interact with international students and scholars in Eastern Europe. \nBeyond his teaching and research interests\, Dr. Rotnem has recently served as the President of the Georgia Political Science Association (GPSA)\, the second-largest statewide political science organization in the United States. Dr. Rotnem also serves as one of two Editors-in-Chief of Questions in Politics\, a refereed publication of the GPSA.

While managing a complex security relationship\, the U.S. has deepened development assistance and global health collaboration with Pakistan\, while focusing on energy\, entrepreneurship and business climate on the economic front.  \nAlong with being the country’s largest export destination\, the United States has been one of the top investors in Pakistan over the last two decades\, with major U.S. investments concentrated in consumer goods\, chemicals\, energy\, agriculture\, business\, transportation and communications. The state of Georgia’s exports to Pakistan totaled $293.7 million last year. Total trade between Georgia and Pakistan amounted to $756.7 million. \nTop Five Export Products: Cotton; Ferrous Waste and Scrap; Chemical Woodpulp; Computers; Petroleum Gases. Georgia exports to Pakistan have increased more than 1\,684% over the last 20 years. Top customers for Georgia agriculture include China\, Canada\, Mexico\, Pakistan and Turkey.  \nGeorgia has a sizable and active Pakistani diaspora\, which has drawn increased interest from the country’s consulate in Houston. Last year\, the consul general there announced that Pakistan would begin the process of locating a new consulate general in metro Atlanta\, a process that could take many years. \nAmbassador Khan will speak about efforts to deepen ties between Pakistan and the Southeast U.S. and bolster investment and trade links with Georgia.  \nAbout the Ambassador: \nAmbassador Masood Khan is currently serving as Pakistan’s Ambassador to the United States. \nHe was the President of Azad Jammu and Kashmir from August 2016 to August 2021. Immediately before becoming the President he was the Director General of the Institute of Strategic Studies Islamabad\, one of the top think tanks in Pakistan.  \nAmbassador Masood Khan had a distinguished diplomatic career. DESCRIPTION:On Wednesday\, January 10\, 2024\, the White House Initiative on Asian Americans\, Native Hawaiians\, and Pacific Islanders (WHIAANHPI) will host its sixth 2023-24 Asian American\, Native Hawaiian\, and Pacific Islander (AA and NHPI) Economic Summit in Duluth\, GA with participation from the White House and federal agencies. The events are being held in collaboration with the Small Business Administration\, U.S. Department of the Treasury\, U.S. Department of Health and Human Services’ Office of Small and Disadvantaged Business Utilization\, the National Asian / Pacific Islander American Chamber of Commerce & Entrepreneurship\, and other federal agencies. Please note that this is a re-scheduled Economic Summit that was originally planned for October 6\, 2023. \nLanguage barriers and limited outreach have historically held AA and NHPIs back from applying for federal procurement\, jobs\, grants\, and programs. Although approximately 10 percent of small businesses in the U.S. are AA and NHPI-owned\, only 2.8 percent of federal contracting dollars went to AA and NHPI small businesses in Fiscal Year 2020\, according to the Small Business Administration. In May 2021\, President Joe Biden re-established and reinvigorated WHIAANHPI through Executive Order 14031. The Initiative’s whole-of-government approach engages federal agencies to improve interagency policymaking\, program development\, and outreach\, and address barriers impacting AA and NHPIs across the country.

Since 1998\, she has focused her public health career on generating and applying evidence to advise policymakers and practitioners on how to collaborate with private citizens\, businesses\, and faith- and community-based groups in efforts to manage catastrophic health events\, both effectively and equitably. Her areas of expertise include community resilience to disaster\, public engagement in policymaking\, crisis and emergency risk communication\, health equity\, and public health emergency management (readiness/response/recovery). \n\n\n\nDuring the COVID-19 pandemic response\, Dr. Schoch-Spana has diligently translated social scientific insights into actionable recommendations for policymakers and practitioners\, including as co-Principal Investigator for CommuniVax—a national ethnographic research coalition whose expert advisory group and 6 local teams partnered with communities of color to tackle COVID-19 vaccine access and acceptance issues and to put equity at the center of the pandemic recovery process. She has also collaborated in generating an ethical framework for the allocation of COVID-19 vaccines\, advanced understanding of the pandemic’s mental health challenges\, contributed to decision-making guidance for governors on safe reopening strategies\, consulted on crisis standards of care and their communication to the public\, and spotlighted the need for a transformative pandemic recovery process focused on the whole person. \n\n\n\nDr. Schoch-Spana’s national advisory roles include formerly serving on the Homeland Security Subcommittee of the Board of Scientific Counselors for the US Environmental Protection Agency and on the Resilient America Roundtable of the National Academies of Sciences\, Engineering\, and Medicine (NASEM)\, which she also cochaired. She has held appointments to numerous other NASEM committees including\, most recently\, those focused on building public trust in public health emergency preparedness and response (PHEPR) science\, enhancing community capacity and resilience to floods in Southeast Texas\, and expanding medical countermeasure delivery and increasing uptake though public-private partnerships. She presently serves on the Executive Board to the CDC and NSF-sponsored Public Health Extreme Events Research Network (PHEER). \n\n\n\nOver the course of her scholarly career\, Dr. Schoch-Spana has helped guide the direction of policy and practice in public health emergency management such that planning and operations are more behaviorally realistic and contribute to health equity; public health communicators are better equipped to meet the population’s informational needs in an emergency; citizens have more venues to contribute their practical\, intellectual\, and ethical inputs to readiness and response endeavors; and national and local communities are striving to withstand and learn from disasters\, rather than merely respond to them. \n\n\n\nFrom 2003 to 2017\, Dr. Schoch-Spana worked at the University of Pittsburgh Medical Center’s Center for Health Security; prior to that she worked at the Johns Hopkins University Center for Civilian Biodefense Strategies\, starting in 1998. She received her PhD in cultural anthropology from Johns Hopkins University and a BA from Bryn Mawr College.
