Russia’s Arctic neighbors face the necessity of an accurate assessment in these extremely troubled times. \nAt this event\, Dr. Thomas Rotnem will speak extensively about the ongoing war between Russia and Ukraine and its effects on the Arctic. \nGuest Speaker\nDr. Thomas Rotnem \nProfessor of Political Science and Associate Director\, \nSchool of Government and International Affairs\, \nKennesaw State University \nDr. Rotnem is a professor of political science in Kennesaw State University’s Department of Political Science & International Affairs. Having come to the department in Fall 2015\, he teaches courses in comparative politics and international relations. \nAt his previous university\, he received the Teacher of the Year award (2011-2012); before that\, he received the Outstanding Faculty Award twice (in 2001 and 2010)\, was nominated for the award in 2005\, and was awarded the Student Government Association’s Faculty of the Year award in 2007. \nDr. Rotnem earned dual B.A. degrees in Political Science and International Studies and an M.A. in Political Science from Ohio University. He received his Ph.D. in Political Science from the Ohio State University\, as well as a Graduate Certificate as Specialist in Russian Area Studies. In addition\, since coming to Georgia\, he has earned a M.B.A. (in Finance) from Georgia State University. \nHis concentrations within political science are in comparative politics and international political economy\, with a specialization in Russian domestic and foreign politics. His research has focused special attention upon the democratization and “resource curse” literatures in comparative politics and international political economy. He has published papers and articles on a variety of subjects\, including social welfare policies in transitioning economies\, foreign direct investment in emerging markets\, and the politics of oil and natural gas in resource-rich petro-states. Dr. Rotnem has most recently published a chapter in an edited volume on Sino-Russian engagement in Northeast Asia\, a region of particular and on-going interest in his work. \nReceiving grants from a variety of sources has enabled Dr. Rotnem to carry on much of the aforementioned scholarly work. In the past\, he has received grants and/or fellowships from the U.S. Department of State\, the U.S. Department of Education\, the Social Science Research Council\, the International Research and Exchanges Board (IREX)\, the American Council for Collaboration in Education and Language Study/American Council for Teachers of Russian (ACCELS/ACTR)\, and the Kennan Institute for Advanced Russian Studies. \nDr. Rotnem has presented his research at conferences and symposia in the United States and abroad. While managing a complex security relationship\, the U.S. has deepened development assistance and global health collaboration with Pakistan\, while focusing on energy\, entrepreneurship and business climate on the economic front.  \nAlong with being the country’s largest export destination\, the United States has been one of the top investors in Pakistan over the last two decades\, with major U.S. investments concentrated in consumer goods\, chemicals\, energy\, agriculture\, business\, transportation and communications. The state of Georgia’s exports to Pakistan totaled $293.7 million last year. Total trade between Georgia and Pakistan amounted to $756.7 million. \nTop Five Export Products: Cotton; Ferrous Waste and Scrap; Chemical Woodpulp; Computers; Petroleum Gases. Georgia exports to Pakistan have increased more than 1\,684% over the last 20 years. Top customers for Georgia agriculture include China\, Canada\, Mexico\, Pakistan and Turkey.  \nGeorgia has a sizable and active Pakistani diaspora\, which has drawn increased interest from the country’s consulate in Houston. Last year\, the consul general there announced that Pakistan would begin the process of locating a new consulate general in metro Atlanta\, a process that could take many years. \nAmbassador Khan will speak about efforts to deepen ties between Pakistan and the Southeast U.S. and bolster investment and trade links with Georgia.  \nAbout the Ambassador: \nAmbassador Masood Khan is currently serving as Pakistan’s Ambassador to the United States. \nHe was the President of Azad Jammu and Kashmir from August 2016 to August 2021. Immediately before becoming the President he was the Director General of the Institute of Strategic Studies Islamabad\, one of the top think tanks in Pakistan.  \nAmbassador Masood Khan had a distinguished diplomatic career. Since 1998\, she has focused her public health career on generating and applying evidence to advise policymakers and practitioners on how to collaborate with private citizens\, businesses\, and faith- and community-based groups in efforts to manage catastrophic health events\, both effectively and equitably. Her areas of expertise include community resilience to disaster\, public engagement in policymaking\, crisis and emergency risk communication\, health equity\, and public health emergency management (readiness/response/recovery). \n\n\n\nDuring the COVID-19 pandemic response\, Dr. Schoch-Spana has diligently translated social scientific insights into actionable recommendations for policymakers and practitioners\, including as co-Principal Investigator for CommuniVax—a national ethnographic research coalition whose expert advisory group and 6 local teams partnered with communities of color to tackle COVID-19 vaccine access and acceptance issues and to put equity at the center of the pandemic recovery process. She has also collaborated in generating an ethical framework for the allocation of COVID-19 vaccines\, advanced understanding of the pandemic’s mental health challenges\, contributed to decision-making guidance for governors on safe reopening strategies\, consulted on crisis standards of care and their communication to the public\, and spotlighted the need for a transformative pandemic recovery process focused on the whole person. \n\n\n\nDr. Schoch-Spana’s national advisory roles include formerly serving on the Homeland Security Subcommittee of the Board of Scientific Counselors for the US Environmental Protection Agency and on the Resilient America Roundtable of the National Academies of Sciences\, Engineering\, and Medicine (NASEM)\, which she also cochaired. She has held appointments to numerous other NASEM committees including\, most recently\, those focused on building public trust in public health emergency preparedness and response (PHEPR) science\, enhancing community capacity and resilience to floods in Southeast Texas\, and expanding medical countermeasure delivery and increasing uptake though public-private partnerships. Her research interests center around institution-building in Europe and Asia Pacific\, sovereignty-related and human rights norms\, non-traditional security challenges\, and German foreign policy.  She is the author of Hierarchy Amidst Anarchy: Transaction Costs and Institutional Choice (SUNY Press\, 2000)\, co-author (with Paul Kowert) of Cultures of Order: Leadership\, Language\, and Social Reconstruction in Germany and Japan\, (SUNY Press\, 2007)\, and co-editor (with Michael Baun and Michael Smith) of Governing Europe’s Neighborhood: Partners or Periphery? (Manchester University Press\, 2007).  She has also published a number of articles in the Journal of European Integration\, Journal of European Public Policy\, International Studies Quarterly\, Journal of Politics\, and International Affairs\, to name but a few. During the fall of 2008\, she was a Visiting Research Scholar at the Graduate School of Law & Politics at the University of Tokyo\, and in fall 2010\, she was a Visiting Fellow at the EU Center at the National University of Singapore/Nanyang Technological University. She also directs Georgia Tech’s Southeast Asia Summer Study Abroad Program.  \n\n\n\nAdam Stulberg is the Sam Nunn School Chair and Professor in the Sam Nunn School of International Affairs at the Georgia Institute of Technology. He teaches undergraduate and graduate courses on international security\, Russia/Eurasian politics and security affairs\, nuclear (non)proliferation\, and energy and international security\, as well as interdisciplinary courses on science\, technology\, and international security policy. Before her posting to Atlanta\, she was the head of the division of European Union law and international economic law in the Legal Affairs Department of the MEFA since 2018. She served as head of the Press & Communication Office at the French Embassy in New Delhi (India) from 2015 to 2017 and as political advisor on domestic and African policy issues at the French Embassy in Pretoria (South Africa) from 2012 to 2015. She was also in charge of nuclear disarmament issues from 2010 to 2012 and a legal consultant in European Union law in the Legal Affairs Department from 2006 to 2009.
