DESCRIPTION:The Sam Nunn School of International Affairs\, alongside the School of Modern Languages and Spelman College\, is proud to host Daniel García-Peña Jaramillo\, the Ambassador of Colombia to the United States. The ambassador will join to share his experience\, the evolution and nature of the U.S.-Colombian relationship\, and the importance of peacebuilding.  \n\n\n\nThis talk is open to the public\, and seating is available on a first-come\, first-served basis.  \n\n\n\n\n\n\n\n\n\n\n\nDaniel García-Peña Jaramillo\, Ambassador of Colombia to the United States\nAmbassador Daniel García-Peña Jaramillo is a distinguished Colombian historian and academic with vast experience in peacebuilding\, international relations\, and journalism. He holds a Master’s degree in Latin American Political Studies from the National University of Colombia and a Bachelor’s degree in Political Science and History from Belmont Abbey College in the United States. \n\n\n\nSon of a Colombian diplomat\, he spent his childhood and adolescence in the United States. Upon returning to Colombia\, he taught for many years in the country’s most prestigious universities\, particularly the National University of Colombia\, where he has specialized in US History and Foreign Policy. His scholarly work also includes numerous publications on conflict resolution\, peace processes\, and political analysis\, underscoring his intellectual contributions to understanding and fostering peace. \n\n\n\nThroughout his illustrious career\, Ambassador García-Peña has held numerous positions that have significantly contributed to Colombia’s foreign policy. Notably\, from 2012 to 2015\, he served as the Consul General of Colombia in Paris\, where his tenure was marked by a deep engagement with the Colombian diaspora and efforts to promote Colombia’s cultural and economic interests in France.​Ambassador García-Peña’s extensive experience in peace processes is exemplified by his role as High Commissioner for Peace at the Presidency of the Republic of Colombia from 1995 to 1998. He has been instrumental in various capacities of peacebuilding\, including founding and directing Planeta Paz\, an organization dedicated to supporting grassroots participation in Colombia’s peace efforts.​His distinguished career in journalism as a columnist for El Espectador has earned him accolades\, including the prestigious Simón Bolívar Journalism Award for Best Column of the Year in 2011. The Consulate of Japan in Atlanta covers Georgia\, Alabama\, North Carolina\, and South Carolina.  \n\n\n\nThe Diplomatic Dialogue attendees will be able to ask the Consul General questions. \n\n\n\n\n\n\n\n\n\n\n\nKenichi MatsudaConsul General of Japan in Atlanta\nKenichi Matsuda was born in 1968 in Sasebo\, Japan. He graduated from the Faculty of Law at the University of Tokyo and passed the Higher Diplomatic Service Examination.  \n\n\n\nHe joined the Ministry of Foreign Affairs in April 1992. Over the years\, he held roles both in Japan and overseas. In August 2000\, he was assigned to the Embassy of Japan in Belgium. Later\, he served as the Deputy Director of the Policy Coordination Division (May 2003)\, Deputy Director\, then Principal Deputy Director of the European Policy Division (August and September 2024)\, and Principal Deputy Director of the United Nations Planning and Administration Division (March 2007).  \n\n\n\nIn January 2009\, Mr. Matsuda became Counsellor at the Embassy of Japan in France. He returned to Japan in January 2012 to serve as Deputy Chief of the Okinawa Liaison Office\, and in August 2014\, he became Director of the United Nations Planning and Administration Division. He was then posted as Minister to the Embassy of Japan in Germany (October 2016)\, followed by a similar role in France (July 2020).  \n\n\n\nIn August 2022\, Mr. Matsuda was appointed Deputy Chief of Mission and Minister at the Embassy of Japan in the Philippines. In October 2025\, Mr. Matsuda joined the Atlanta Consulate General as Consul General. He and his wife\, Yoko\, reside in Atlanta. \n\n\n\n\n\n\n\n\n\nRegister

DESCRIPTION:The United States government made the decision to wage a military operation against the Islamic Republic of Iran on February 28th of this year. There are now discussions surrounding conflict escalation in a country that has 92 million people\, a land mass greater than California and Texas combined\, and around 1000 pounds of enriched uranium. The current and future foreign policy between the United States and the Middle East is fluid and dynamic. \n\n\n\nDr. Whitlark will discuss these factors and how this conflict may affect arms negotiations in the future in other regions and with other adversaries.  \n\n\n\nPlease join for an invigorating discussion on nuclear proliferation in Iran\, and the United States desperate attempt to prevent Iran from getting The Bomb. \n\n\n\n\n\n\n\n\n\n\n\nRachel WhitlarkAssociate Professor of International Affairs at Georgia Tech \nRachel Whitlark is a political scientist and associate professor of international affairs. Her interests lie within international security and foreign-policy decision making\, specifically including nuclear proliferation\, counter proliferation\, and military intervention.  \n\n\n\nMuch of her work investigates the role of the individual executive in foreign and security policy. Her book\, All Options on the Table: Leaders\, Preventive War\, and Nuclear Proliferation\, published in 2021 by Cornell University Press\, explores the use of preventive military force as a counter-proliferation strategy against adversarial nuclear programs and relies on archival research techniques. Additional projects examine the targeting of nuclear scientists as a counter-proliferation strategy\, the determinants of arms control negotiation success\, and presidential beliefs about nuclear coercion.  \n\n\n\nPrior to coming to Georgia Tech\, Dr. Whitlark held fellowships with the Project on Managing the Atom and International Security Program within the Belfer Center for Science and International Affairs at Harvard University’s Kennedy School of Government\, as well as with the Massachusetts Instate of Technology’s Security Studies Program.  \n\n\n\nDr. Whitlark received her Ph.D. in Political Science from the George Washington University\, holds a Master’s degree from Stanford\, and a B.A. also from George Washington.
