The announcement also comes in the wake of citizen protests against excessive force by the police against the Nigerian people\, including violence perpetrated by the Special Anti-Robbery Squad (SARS). \nAt the same time\, insecurity persists as attacks by Boko Haram insurgents continue to terrorize parts of the country. In spite of the onslaught\, Nigerian civil society remains vibrant and continues its attempts to hold the government accountable. \nWhat can human rights organizations and the international community do to defend human rights in Nigeria? DESCRIPTION:The ACIR is excited to host a frank webinar discussion with Shaima Gargash\, Deputy Chief of Mission at the UAE Embassy in Washington D.C. She will discuss the UAE’s role as a regional power and its current positions regarding Israel\, Turkey\, and Iran. \nThis year\, the United Arab Emirates (UAE) celebrates its Golden Jubilee. During its 50 year history\, the UAE has emerged as the most diverse and advanced country in the Middle East. It is a nation that has risen above the historical violence of the region and is paving a new path to peace. The UAE is recognized as both a regional power of the Middle East and an international “middle power”. The UAE is home to more than 200 foreign nationalities\, and – though Islam is the official religion – allows churches\, temples\, synagogues and Buddhist monasteries. It is the first Arab country to launch a successful Mars mission\, the first in the region to establish a nuclear power plant\, and a significant humanitarian player – providing assistance to alleviate poverty at home and abroad and leading the region in opening new paths for women. \nJoin ACIR for a frank discussion with the Deputy Chief of Mission at the UAE Embassy in Washington D.C. She will discuss: \n\nThe UAE’s role as a regional power;\nThe historic agreement with Israel;\nThe UAE’s position regarding Turkey and Iran.\n\nAbout Shaima H. Gargash\nMs. Shaima Hussain Gargash is the Deputy Chief of Mission at the Embassy of the United Arab Emirates in Washington\, D.C. appointed in early 2019. Prior to her current position\, Ms. Gargash was the Head of Communications and Public Diplomacy for over two years and a political analyst at the Congressional Affairs division before that. Before her appointment to Washington Ms. Gargash led the Policy Division at the Policy Planning Department (PPD) at the UAE Ministry of Foreign Affairs and International Cooperation (MOFA) for three years. \nMs. Gargash has previously worked in both the public and private sectors dealing with economic and socio-political issues. Ms. Gargash was directly involved with initial phases of the Medium-Term Expenditure Framework (MTEF) a fiscal policy for the government of Abu Dhabi at the Abu Dhabi Department of Finance. In 2008\, Ms. Gargash was part of the core team that was involved in the UAE’s First Universal Periodic Review (UPR) report at the Human Rights’ Council. During this same period\, working for the Ministry of State for Federal National Council Affairs (MFNCA)\, Ms. Gargash assisted in publishing a women’s public relations paper. In 2009\, Ms. Gargash compiled an extensive research paper in collaboration with the Dubai School of Government (DSG) on “Women’s political Participation in the UAE” during her work at the MFNCA. Ms. Gargash also worked at corporate banking and real-estate in Dubai prior to joining the government sector. \nMs. Gargash holds a BA in Economics and a minor in International Relations from the American University of Sharjah\, and a Masters in Public Administration from the Dubai School of Government in the UAE. Ms. Gargash is married to Mr. Fadel Al Mheiri a Filmmaker/Scriptwriter\, and has three children.

SUMMARY:Sports Diplomacy as a Key Tool in U.S. Foreign Policy
DESCRIPTION:While the United States leveraged the power of sports even before the ping-pong diplomacy era\, the Sports Diplomacy Division at the U.S. Department of State was established in the wake of 9/11 as a means of reaching out to youth in the Middle East through soccer. Its scope has expanded to include all regions\, thousands of participants\, and the full spectrum of sports. The division’s people-to-people sports exchanges open doors in hard-to-reach places and engage communities at the grassroots level.\nWhile a government-led Ministry of Sport is responsible for sports in many countries\, the United States has a different model with leagues\, federations\, collegiate sports\, youth athletics\, and the U.S. Olympic and Paralympic Committee driving the sports space. The U.S. Department of State’s Sports Diplomacy Division works with these American sports entities and partner non-profits to manage its core sports diplomacy programs. The office often serves as the linchpin between these organizations and U.S. Embassies and Consulates around the world to manage four pillars: Sports Envoys\, Sports Visitors\, the International Sports Programming Initiative\, and the Global Sports Mentoring Program (GSMP): the espnW GSMP to empower women and the Sport for Community GSMP on disability rights. \nKey Take-Aways: \n1. Serving at the American Embassy in Kigali\, Rwanda from 1993-1994\, she led the evacuation effort of American citizens in April 1994 with the outbreak of civil war and returned as political advisor to U.S. forces providing humanitarian relief to Rwandan refugees in the aftermath of the genocide. She shared her perspectives on the Rwandan genocide in her TED Talk “When to Follow your Heart and Write your own Rules” and in the PBS/Frontline documentary “Ghosts of Rwanda.” Ms. Lane also served as consular officer in Bogota\, Colombia from 1990-1992. \nMs. Lane holds a BA from Loyola University and a Master’s Degree in Foreign Service with a Certificate in International Business Diplomacy from Georgetown University. She and her husband have two daughters.
