DESCRIPTION:The Atlanta Council on International Relations\, together with the Georgia State University CIBER and Global Atlanta is honored to host at the Capital City Club (downtown) January 13: Professor Fuat Keyman\, “Turkey-US Relations Amid Global Turmoil: Rules-Based Multilateralism or Flexible Alliance?” \nTurkey’s relations with the European Union have been problematical for many years. In more recent years\, relations between the United States and Turkey also have become increasingly frayed. The American invasion of Iraq and its support for the granting of a Kurdish autonomous state in northern Iraq; American support for the mostly Kurdish People’s Protection Units (YPG) in its fight against the Islamic State in Syria; Turkey’s purchase of the Russian S-400 surface-to-air (SAM) missile defense system and America’s subsequent refusal to honor sales of the F-35 fighter; and Increasing perceptions of authoritarian rule in Turkey has left an open question as to the where and the how of Turkey’s status with the United States and the West. What appear to be valid criticisms on both sides of the divide have left only one nation in a position to exploit the growing fracture and Putin is expected to increase his newfound advantage in the coming new year. \nCome listen to a discussion on their potential impact of these and other issues of on-going relations between Turkey and the United States\, multilateralism\, and the NATO Alliance. \nAbout Professsor Keyman \nFuat Keyman is Director of Istanbul Policy Center and Professor of International Relations at Sabanci University. He is a leading Turkish political scientist and an expert on democratization\, globalization\, international relations\, Turkey-EU relations\, Turkish foreign policy\, and civil society development. He is author and editor of nearly thirty books; published numerous articles in prestigious\, peer-reviewed international journals\, and columns in various newspapers. He is a member of the Science Academy. In 2013\, Professor Keyman was awarded the Strategic Vision Owner of the Scientific People Award within the scope of the 7th Tasam Strategic Vision Awards. \nHe has worked as a member on the Council of Wise People as part of the peace process to the Kurdish issue. He also serves on the advisory and editorial boards for a number of respected international and national organizations\, as well as for academic journals. Prior to joining Sabanci University\, Keyman taught at KoçUniversity and Bilkent University\, and was a visiting Professor at Carleton University.He holds post-doctoral fellowships from Wellesley College and Harvard University. He has received numerous prestigious grants from the EU Framework Programme and the Scientific and Technical Research Council. Furthermore\, he has been the research director for various projects such as Peter Berger and Samuel Huntington’s Many Globalizations\, CIVICUS\, and Mapping Civil Society in Turkey. \nKeyman has conducted the first extensive research project and written copiously on the political and social trends in Turkey\, urban transformation\, and living together in Anatolian cities. SUMMARY:Brexit: Where to From Here? - Panel Discussion with Consuls General of Germany and Ireland
DESCRIPTION:The Atlanta Council on International Relations is hosting a luncheon and panel discussion with Consuls General Dr. Heike Fuller of Germany and Shane Stephens of Ireland: Brexit: “Where to From Here?” \nBackground:  \nThe narrow vote of the United Kingdom (UK) in June 2016 in favor of leaving the European Union (EU)\, popularly called Brexit\, has led to a steady drumbeat of public demonstrations by the Remainers as well as the Leavers\, amplified within the Parliament itself where political factions savage each other. \nAt the core of British anger over EU membership is the observation that a constant wave of regulations impacting national institutions and smaller localities was generated by non-elected bureaucrats and a judiciary in far-off Brussels\, Luxembourg\, and Frankfurt. This is exacerbated by an historic antipathy for continental politics and has resulted in a majority sentiment to return to its historical tradition of policy emanating from London\, not the continent. On the other hand\, many who favor remaining in the EU believe\, among other things\, that the “European Project” promotes harmony\, peace\, and welfare and are concerned over the long-term economic impact on the U.K. \nRemaining members of the European Union are not pleased with the UK decision to leave. Great Britain has one of the largest economies in the EU and its banking and investment strength reflect Britain’s financial importance within the EU. To lose this huge market will bring serious economic and financial consequences. Moreover\, what is at stake is the real possibility that a successful Brexit bid may very well open the door to other EU members who wish to bail out for similar reasons. BREXIT also raises serious questions regarding the economic and political impact on the United States\, as well as security implications of a fracturing Europe. The general election on December 12 will have major ramifications not only for the UK and the United States\, but for the world at large. \nCome listen to a discussion on these issues and on the potential impact of the vote on the United Kingdom\, the European Union\, and the United States.

SUMMARY:Moon Jae-in Government's Vision for the Korean Peninsula Peace Process - Transforming the DMZ into an International Peace Zone
DESCRIPTION:In the aftermath of World War II\, Korea was divided into two zones with the Soviets in the north and Americans in the south. On June 25\, 1950 North Korea invaded the South. United Nations’ forces responded\, countering the attack. Chinese intervention on November 1\, 1950 led to intensive warfare. An armistice was finally agreed to on July 27\, 1953. \nIn the years since\, violent incidents perpetrated by the North along the 38th Parallel\, in nearby waters\, and elsewhere have contributed to much tension on the Korean peninsula. North Korea’s bid to become a nuclear power continues in the face of South Korean and American efforts to dissuade the latest Kim to abandon his nuclear quest. \nMoreover\, three generations of despotic rule by the Kim family\, characterized by sham elections and a Stalinist totalitarian dictatorship\, have resulted in a nation that often confronts famine and a population that chronically suffers from malnutrition. A 2014 UN inquiry into human rights in North Korea concluded that\, “The gravity\, scale and nature of these violations reveal a state that does not have any parallel in the contemporary world.” \nIn stark contrast to the dystopian North\, South Korea today is a vibrant democracy\, has highly developed economy\, with the world’s second best healthcare system\, and is a major global trading power. Ironically\, China\, which has long supported North Korea\, has become South Korea’s largest trading partner. \nACIR is honored to host Ambassador Chang Jae-bok\, Deputy Foreign Minister\, Republic of Korea\, who will discuss the “Moon Jae-in government’s Vision for the Korean Peninsula Peace process – Transforming the DMZ into an International Peace Zone.” \nAmbassador Chang Jae-bok was appointed Ambassador for Public Diplomacy at the Republic of Korea’ Ministry of Foreign Affairs in May 2019. \nPreviously\, he served as the Deputy Minister for Protocol Affairs and as the Ambassador for the Organisation Internationale de la Francophonie. He also served as Director for the Human Rights and Social Affairs Division as well as the Protocol Division\, Ministry of Foreign Affairs. Overseas\, his most recent post was as the Consul-General of Korea in Milan and before that as the deputy Permanent Delegate to UNESCO in Paris. He was also posted in the Korean Embassies in France\, the Swiss Confederation\, the Republic of Ghana as well as the Korean Permanent Mission to the United Nations in New York. \n\nRegistration fee includes a 3-course luncheon.\nThe Luncheon/Discussion will take place in the Alexandria Room.\nThe luncheon will be followed by a reception\, hosted by the Consulate of the Republic of Korea\, with the ambassador and his team.

It demonstrated the new capacity of the more accurate Iranian weapons systems and their strategy of using military force openly but through supposed surrogates giving Iran a fig leaf of deniability. \nThe withdrawal of US forces from northeast Syria and the direct intervention by Turkey appears to have worked to the advantage of Turkey\, Russia\, Iran and the government of Syria. How about civilians? \nThis is complex and no one better than Ambassador Thomas Pickering to unpack how the shift in US policy will affect the balance of power in the Middle East and how US policy will affect Iran’s development of nuclear weapons. \nAbout Ambassador Thomas R. Pickering \nHolds the rank of Career Ambassador\, the highest in the U.S. Foreign Service. In a diplomatic career spanning five decades\, he was U.S. ambassador to Israel\, the Russian Federation\, India\, El Salvador\, Nigeria\, Jordan and the United Nations. He also served as Under Secretary of State for Political Affairs.

DESCRIPTION:“Colombia – United States Relations: Today and Tomorrow” \nColombia is one of the oldest democracies in Latin America. The United States and Colombia share a commitment to promoting security\, prosperity\, and democratic governance in Colombia and across the Western Hemisphere. Today though a vibrant democracy and a growing market oriented economy\, Colombia under the guidance of President Ivan Duque’s government faces major internal and external challenges\, and the Venezuelan crisis has added a layer of civic turmoil to a nation already facing monumental challenges. \n \nAccording to the United Nations\, 1.4 million Venezuelans have fled to Colombia. Historically\, Colombia has always been generous with its neighbor\, Venezuela\, but a half century of dealing with internal insurrection has diminished its capacity to deal with one of the worse humanitarian crises in regional history.\n \nAbout Ambassador Francisco Santos: \nAmbassador Santos is a former Vice President of Colombia (2002-2010); journalist\, political\, and citizen participation activist. \nHead of national debate of the Democratic Center Party in 2017\, he ran for Mayor of Bogota on the Democratic Center Party ticket in 2015. He created the Fundación Confianza Colombia\, promoting democracy and citizen participation in public affairs\, as well as developing ideas in the political\, economic and social spheres. \nAs Vice President during the Uribe administration\, his policy priorities were the fight against corruption\, extortion and kidnapping and ridding the country of anti-personnel mines. In that role\, he also led Colombia’s international promotion of trade\, investment and tourism. \nDue to threats from the Revolutionary Armed Forces of Colombia (FARC)\, he was exiled in Madrid\, Spain\, for two years (2000-2002). Previous to that\, in 1990 Santos was kidnapped for eight months on orders from drug trafficker Pablo Escobar. He founded the world’s first NGO against kidnapping\, Fundación País Libre and promoted the Anti-Kidnapping Statute\, the first and\, to date\, only law proposed and tabled by public petition via signature collection in Colombia. \nLunch is provided with registration.

DESCRIPTION:Logistics and supply chain management remains an often overlooked but crucial aspect of our daily lives. In emergencies\, programs and service delivery are only possible if the right product gets to the right people at the right place and at the right time. Due to natural disasters\, famine\, disease and other ongoing problems across the globe\, the need for resilient and strengthened supply chains is becoming increasingly recognized. \nThe French Consulate General in Atlanta and Emory University’s Rollins School of Public Health\, and the Georgia Institute of Technology Center for Health and Humanitarian Systems will host a one-day forum uniting French and American NGOs and health experts. Often missing from such formulations is an explicit delineation of the elements of “Smart Power.” In a brief talk before discussions commence\, Bob Kennedy will identify what he considers to be the key elements of “Smart Power” that hold promise of effective foreign policy. \nA former senior government official\, Bob is a professor emeritus at Georgia Tech’s the Sam Nunn School of International Affairs. Prior positions include: director of the George C. Marshall European Center for Security Studies\, Germany; Deputy Commandant\, NATO Defense College\, Italy; Dwight D. Eisenhower Professor of National Security Studies and Senior Researcher\, Strategic Studies Institute\, U.S. Army War College; Foreign Affairs Officer\, U.S. Arms Control and Disarmament Agency; an enlisted man in the U.S. Army; and command pilot on active duty with the U.S. Air Force. \nBob has lectured and published widely and has served as a consultant in the fields of international security and defense affairs. His most recent books are Of Knowledge and Power: the Complexities of National Intelligence and The Road to War: Congress’ Historic Abdication of Responsibility.

Opposition to immigration was the prime driver of support for Brexit\, it brought a far-right party to the German Bundestag for the first time since the 1950s\, and propelled Marine Le Pen to win a third of the vote in the French presidential election. In addition to calling for stronger borders\, however\, these parties are invariably illiberal\, anti-American\, anti-NATO and pro-Kremlin\, making their rise a matter of serious concern for the national security interests of the United States.

His primary responsibilities focus on undergraduate teaching. Dr. Stein earned two masters degrees and a PhD in Near East history\, literature and languages.

DESCRIPTION:The Institute for Leadership and Strategic Studies\, the College of Arts and Letters and the UNG Press in partnership with the U.S. Army War College Strategic Studies Institute are pleased to announce a symposium on Leadership in a Complex World:  Private Military Security Companies’ Influence on International Security and Foreign Policy. The symposium will contribute to the scholarly discussion of this increasingly complex and important issue. U.S. or international scholars\, graduate\, and undergraduate students are invited to submit abstracts for papers or posters on topics related to the theme. \nThe symposium review committee will select the most relevant and highest quality submissions for between nine and twelve scholars to present and discuss at the symposium. Undergraduate submissions will be considered for poster sessions. Authors of selected abstracts will be invited to present as members of panels during the symposium. Extended papers from the selected abstracts will be published by the University of North Georgia Press in a peer-reviewed and edited symposium monograph.

Breedlove: \nGeneral Breedlove joined the Sam Nunn School of International Affairs at the Georgia Tech Institute of Technology after retiring as NATO’s Supreme Allied Commander in Europe and the U.S. European Command Commander.  In these capacities he commanded all U.S. and Allied troops in Afghanistan\, Kosovo as well as all NATO operations across Europe and the Mediterranean.  As a Distinguished Professor\, a title he shares with Sam Nunn\, he works with faculty\, staff and students on security issues and policy.  Further\, he facilitates a number of projects\, classes and presentations to advance these same thoughts.  General Breedlove brings a wealth of deep and recent experience in our world’s toughest security and policy issues as well as leadership in situations spanning both peace and conflict. \n *Registration closes at 10am on Wednesday\, October 31\, 2018.
