DESCRIPTION:Resolved to guarantee lasting respect for and\nthe enforcement of international justice…\n– Preamble\, Rome Statute \nAcross the globe\, resurgent nationalisms place stress on institutions designed to promote human and collective security through international cooperation. Critiques – even\, at times\, outright denunciations – compel such institutions to re-examine\, in a process that poses challenges yet also portends opportunities for renewal. The dynamic surely affects the International Criminal Court. In the last several months alone\, states as varied as Burundi\, the Philippines\, and the United States have levied harsh criticism against this twenty-year-old justice institution\, established in recognition that “children\, women and men have been victims of unimaginable atrocities” that “threaten the peace\, security and well-being of the world.” \nIn the same time frame\, the ICC Prosecutor welcomed a multistate referral of alleged crimes in Venezuela and launched a preliminary examination into alleged forced deportation in Myanmar\, and the Court as a whole continued complementary efforts to strengthen national and regional prevention and accountability. It did so within legal\, geopolitical\, and budgetary constraints imposed by a trio of stakeholder communities. \nThe Dean Rusk International Law Center and the Georgia Journal of International and Comparative Law at the University of Georgia School of Law will host a daylong conference to explore these developments on Friday\, March 8\, 2019\, at the law school’s Athens campus. The conference will feature a video message from International Criminal Court Prosecutor Fatou Bensouda. \nExperts from academia and the practice will cast a critical eye on “The International Criminal Court and the Community of Nations”; that is\, on the place of the ICC vis-à-vis communities of states parties\, nonparty states\, and nonstate stakeholders\, as well as inherited communities. In some ways\, today what we call “Fake News” is similar in some ways and perhaps more pernicious in others. Come and engage in a dialogue with Joe Bankoff on “Fake News” in the World Today.” \nJoe Bankoff was appointed chair of The Sam Nunn School of International Affairs in spring 2012 following six years as president & CEO of The Woodruff Arts Center and 32 years as a senior partner at the Atlanta-based law firm of King & Spalding. \nMr. Bankoff’s expertise ranges across law and policy\, economic development\, government legislation\, fiscal planning\, and global issues. In 1992\, he took a sabbatical from his law firm to accept an appointment as a visiting scholar at the Max Planck Institute for Intellectual Property & Competition Law\, Munich\, Germany.  There he became engaged in the analysis of multi-jurisdictional copyright claims arising from satellite television in Europe.  He later represented German Television (ZDF) in a related dispute with Turner Broadcasting.  He also served as counsel to Atlanta’s Olympic Organizing Committee negotiating the television rights agreements for Europe (EBU)\, Canada\, Australia\, Latin and South America\, and the United States.

DESCRIPTION:Peaceful protests in Syria against Bashar Assad’s regime in March\, 2011 brought brutal retaliation then exploded into civil war. That concerned and involved Russia\, Turkey\, Iran\, radical Muslim factions\, Israel\, and America. Syria continues to be a killing field that has left millions dead\, displaced\, or refugees in neighboring countries. Vetoed UN Security Council resolutions are emblematic of the greater failure of all combatants to find a path to peace. With no end in sight\, when does the killing stop? \nACIR is honored to host Hrair Balian\, Director\, Conflict Resolution Program at The Carter Center\, who will address this in his presentation “The Future of Syria.” \nBalian joined The Carter Center in 2008 as director of the Conflict Resolution Program. He also served as an adjunct professor at the Emory University Law School from 2008 to 2017\, teaching an advanced international negotiations seminar. \nSince 1991\, Balian has worked in the Balkans\, Eastern Europe\, the independent states emerging from the former Soviet Union\, the Middle East\, and Africa\, serving in intergovernmental organizations (the United Nations and the Organization for Security and Cooperation in Europe) and nongovernmental organizations (International Crisis Group and others). He has worked on elections\, human rights\, and conflict resolution. \nBalian received his Juris Doctor degree from Golden Gate University in San Francisco. In May 2009\, the New England College awarded him the degree of Doctor of Laws\, honoris causa\, for his “lifetime commitment to the dignity\, respect\, and self-determination of all peoples” and for his “uncompromising effort to resolve international conflicts.” \nHe is fluent in English\, French\, and Armenian\, with a basic knowledge of Arabic. He was born and raised in Lebanon\, moving to the United States for university studies.

DESCRIPTION:ACIR President Bob Kennedy will speak at the President’s breakfast on “The Demands of Smart Power.” Seating is limited to 20 attendees. \nSmart Power has been defined as the use of both hard power (often military force) and soft power (non-military) to achieve objectives in the international arena. Often missing from such formulations is an explicit delineation of the elements of “Smart Power.” In a brief talk before discussions commence\, Bob Kennedy will identify what he considers to be the key elements of “Smart Power” that hold promise of effective foreign policy. \nA former senior government official\, Bob is a professor emeritus at Georgia Tech’s the Sam Nunn School of International Affairs. Prior positions include: director of the George C. Marshall European Center for Security Studies\, Germany; Deputy Commandant\, NATO Defense College\, Italy; Dwight D. Eisenhower Professor of National Security Studies and Senior Researcher\, Strategic Studies Institute\, U.S. Army War College; Foreign Affairs Officer\, U.S. Arms Control and Disarmament Agency; an enlisted man in the U.S. Army; and command pilot on active duty with the U.S. Air Force. \nBob has lectured and published widely and has served as a consultant in the fields of international security and defense affairs. His most recent books are Of Knowledge and Power: the Complexities of National Intelligence and The Road to War: Congress’ Historic Abdication of Responsibility.

DESCRIPTION:This forum will discuss current US-China relations from the perspectives of politics and economics. Yawei Liu and Penelope Prime both have earned broad international renown and are widely published in their fields\, politics and economics\, respectively. \nDr. Yawei Liu is Director of the China Program at The Carter Center. He organizes excellent programs on China at The Carter Center. Dr. Liu is widely published in both English and Chinese. \nDr. Penelope B. Prime is Director of International Business programs at the J. Mack Robinson College of Business\, Georgia State University. In addition to her rich academic achievements\, she has traveled widely in China and elsewhere in Asia\, and has lived in China for extended periods over the past several decades. \nThese forums arranged by the US-China Peoples Friendship Association of Atlanta are offered as public interest and education activities. All interested people are welcome; admission is free. All are invited to join discussion following the presentation. They also go out for dinner (Dutch treat) after the forums to continue the forum topic and get better acquainted. DESCRIPTION:“Colombia – United States Relations: Today and Tomorrow” \nColombia is one of the oldest democracies in Latin America. The United States and Colombia share a commitment to promoting security\, prosperity\, and democratic governance in Colombia and across the Western Hemisphere. Today though a vibrant democracy and a growing market oriented economy\, Colombia under the guidance of President Ivan Duque’s government faces major internal and external challenges\, and the Venezuelan crisis has added a layer of civic turmoil to a nation already facing monumental challenges. \n \nAccording to the United Nations\, 1.4 million Venezuelans have fled to Colombia. Historically\, Colombia has always been generous with its neighbor\, Venezuela\, but a half century of dealing with internal insurrection has diminished its capacity to deal with one of the worse humanitarian crises in regional history.\n \nAbout Ambassador Francisco Santos: \nAmbassador Santos is a former Vice President of Colombia (2002-2010); journalist\, political\, and citizen participation activist. \nHead of national debate of the Democratic Center Party in 2017\, he ran for Mayor of Bogota on the Democratic Center Party ticket in 2015. He created the Fundación Confianza Colombia\, promoting democracy and citizen participation in public affairs\, as well as developing ideas in the political\, economic and social spheres. \nAs Vice President during the Uribe administration\, his policy priorities were the fight against corruption\, extortion and kidnapping and ridding the country of anti-personnel mines. In that role\, he also led Colombia’s international promotion of trade\, investment and tourism. \nDue to threats from the Revolutionary Armed Forces of Colombia (FARC)\, he was exiled in Madrid\, Spain\, for two years (2000-2002). Previous to that\, in 1990 Santos was kidnapped for eight months on orders from drug trafficker Pablo Escobar. He founded the world’s first NGO against kidnapping\, Fundación País Libre and promoted the Anti-Kidnapping Statute\, the first and\, to date\, only law proposed and tabled by public petition via signature collection in Colombia. \nLunch is provided with registration.

SUMMARY:Moon Jae-in Government's Vision for the Korean Peninsula Peace Process - Transforming the DMZ into an International Peace Zone
DESCRIPTION:In the aftermath of World War II\, Korea was divided into two zones with the Soviets in the north and Americans in the south. On June 25\, 1950 North Korea invaded the South. United Nations’ forces responded\, countering the attack. Chinese intervention on November 1\, 1950 led to intensive warfare. An armistice was finally agreed to on July 27\, 1953. \nIn the years since\, violent incidents perpetrated by the North along the 38th Parallel\, in nearby waters\, and elsewhere have contributed to much tension on the Korean peninsula. North Korea’s bid to become a nuclear power continues in the face of South Korean and American efforts to dissuade the latest Kim to abandon his nuclear quest. \nMoreover\, three generations of despotic rule by the Kim family\, characterized by sham elections and a Stalinist totalitarian dictatorship\, have resulted in a nation that often confronts famine and a population that chronically suffers from malnutrition. A 2014 UN inquiry into human rights in North Korea concluded that\, “The gravity\, scale and nature of these violations reveal a state that does not have any parallel in the contemporary world.” \nIn stark contrast to the dystopian North\, South Korea today is a vibrant democracy\, has highly developed economy\, with the world’s second best healthcare system\, and is a major global trading power. Ironically\, China\, which has long supported North Korea\, has become South Korea’s largest trading partner. \nACIR is honored to host Ambassador Chang Jae-bok\, Deputy Foreign Minister\, Republic of Korea\, who will discuss the “Moon Jae-in government’s Vision for the Korean Peninsula Peace process – Transforming the DMZ into an International Peace Zone.” \nAmbassador Chang Jae-bok was appointed Ambassador for Public Diplomacy at the Republic of Korea’ Ministry of Foreign Affairs in May 2019. \nPreviously\, he served as the Deputy Minister for Protocol Affairs and as the Ambassador for the Organisation Internationale de la Francophonie. He also served as Director for the Human Rights and Social Affairs Division as well as the Protocol Division\, Ministry of Foreign Affairs. Overseas\, his most recent post was as the Consul-General of Korea in Milan and before that as the deputy Permanent Delegate to UNESCO in Paris. He was also posted in the Korean Embassies in France\, the Swiss Confederation\, the Republic of Ghana as well as the Korean Permanent Mission to the United Nations in New York. \n\nRegistration fee includes a 3-course luncheon.\nThe Luncheon/Discussion will take place in the Alexandria Room.\nThe luncheon will be followed by a reception\, hosted by the Consulate of the Republic of Korea\, with the ambassador and his team.

DESCRIPTION:The Atlanta Council on International Relations\, together with the Georgia State University CIBER and Global Atlanta is honored to host at the Capital City Club (downtown) January 13: Professor Fuat Keyman\, “Turkey-US Relations Amid Global Turmoil: Rules-Based Multilateralism or Flexible Alliance?” \nTurkey’s relations with the European Union have been problematical for many years. In more recent years\, relations between the United States and Turkey also have become increasingly frayed. The American invasion of Iraq and its support for the granting of a Kurdish autonomous state in northern Iraq; American support for the mostly Kurdish People’s Protection Units (YPG) in its fight against the Islamic State in Syria; Turkey’s purchase of the Russian S-400 surface-to-air (SAM) missile defense system and America’s subsequent refusal to honor sales of the F-35 fighter; and Increasing perceptions of authoritarian rule in Turkey has left an open question as to the where and the how of Turkey’s status with the United States and the West. What appear to be valid criticisms on both sides of the divide have left only one nation in a position to exploit the growing fracture and Putin is expected to increase his newfound advantage in the coming new year. \nCome listen to a discussion on their potential impact of these and other issues of on-going relations between Turkey and the United States\, multilateralism\, and the NATO Alliance. \nAbout Professsor Keyman \nFuat Keyman is Director of Istanbul Policy Center and Professor of International Relations at Sabanci University. He is a leading Turkish political scientist and an expert on democratization\, globalization\, international relations\, Turkey-EU relations\, Turkish foreign policy\, and civil society development. He is author and editor of nearly thirty books; published numerous articles in prestigious\, peer-reviewed international journals\, and columns in various newspapers. He is a member of the Science Academy. In 2013\, Professor Keyman was awarded the Strategic Vision Owner of the Scientific People Award within the scope of the 7th Tasam Strategic Vision Awards. \nHe has worked as a member on the Council of Wise People as part of the peace process to the Kurdish issue. He also serves on the advisory and editorial boards for a number of respected international and national organizations\, as well as for academic journals. Prior to joining Sabanci University\, Keyman taught at KoçUniversity and Bilkent University\, and was a visiting Professor at Carleton University.He holds post-doctoral fellowships from Wellesley College and Harvard University. He has received numerous prestigious grants from the EU Framework Programme and the Scientific and Technical Research Council. Furthermore\, he has been the research director for various projects such as Peter Berger and Samuel Huntington’s Many Globalizations\, CIVICUS\, and Mapping Civil Society in Turkey. \nKeyman has conducted the first extensive research project and written copiously on the political and social trends in Turkey\, urban transformation\, and living together in Anatolian cities.
