ACIR is charged for your meal\, so no refund can be provided. \nAbout the Speaker \nIrfan Vaid is an expert in global economic sanctions and anti-money laundering policy. He currently heads up the compliance program for a financial technology company. Previously\, he was a Director in PwC’s Financial Crimes Unit and advised domestic and international financial institutions on matters related to regulatory crisis management. Prior to that\, Irfan was a Vice President and the global sanctions policy lead at BNP Paribas\, Europe’s largest banking group. \nIrfan is the former United States Treasury Attaché to Pakistan and led U.S. diplomatic engagements in Islamabad on a range of economic\, financial\, and regulatory policy issues. He held other senior roles at the U.S. Department of the Treasury from 2009-2016 and served as a terrorism finance analyst at the U.S. Department of Defense from 2006-2009. His experience includes writing on national security issues for the President’s Daily Brief (the “PDB”). \nHe received his Juris Doctor degree from the Illinois Institute of Technology and received his bachelor’s degree in political science from Loyola University Chicago.

He received his PhD in Government from Harvard University in 2006 and conducts research in a wide area of comparative politics and political economy. Before joining Oxford and Nuffield College he was an Associate Professor of Political Science at the University of Minnesota. \n\n\n\nHis initial research focus was the politics of education\, with his book From the Ballot to the Blackboard: The Redistributive Politics of Education\, published by Cambridge University Press in 2010 and winning the William H. Riker prize for best book in political economy. His second book\, Inequality and Democratization: An Elite-Competition Approach\, coauthored with David Samuels and published by Cambridge University Press in 2014 won the Woodrow Wilson APSA Best Book Prize and the William H. Riker best book in political economy prize. His third book\, coauthored with Johannes Lindvall\, Inward Conquest: The Political Origins of Public Services\, was published in 2021 by Cambridge University Press. His work has been published in International Organization\, Journal of Politics\, World Politics\, Comparative Political Studies\, West European Politics\, and the American Political Science Review. \n\n\n\nFrom September 2013\, together with David Samuels at the University of Minnesota\, he has been co-editor of Comparative Political Studies. He is Principal Investigator of the European Research Council funded project WEALTHPOL and is a Fellow of the British Academy. \n\n\n\nAbout the Reith Lecture Series \n\n\n\nThe Reith Lectures were inaugurated in 1948 by the BBC to mark the historic contribution made to public service broadcasting by Sir John (later Lord) Reith\, the corporation’s first Director-General.  \n\n\n\nJohn Reith maintained that broadcasting should be a public service which enriches the intellectual and cultural life of the nation. It is in this spirit that the BBC each year invites a leading figure to deliver a series of lectures on radio. The aim is to advance public understanding and debate about significant issues of contemporary interest. \n\n\n\nThe very first BBC Reith lecturer was the philosopher\, Bertrand Russell who spoke on “Authority and the Individual”. Among his successors were Arnold Toynbee (The World and the West\, 1952)\, Robert Oppenheimer (Science and the Common Understanding\, 1953) and J.K. Galbraith (The New Industrial State\, 1966). The Reith lectures have also been delivered by the Chief Rabbi\, Dr Jonathan Sacks (The Persistence of Faith\, 1990)\, Dr Steve Jones (The Language of the Genes\, 1991)\, Michael Sandal (A New Citizenship\, 2009)\, Martin Rees (Scientific Horizons\, 2010) and Aung San Suu Kyi and Eliza Manningham-Buller (Securing Freedom\, 2011). Most recently the Reith Lecturers have been Niall Ferguson (The Rule of Law and Its Enemies\, 2012)\, Grayson Perry (Playing to the Gallery\, 2013)\, Dr. Atul Gawande (The Future of Medicine\, 2015)\, Stephen Hawking (Black Holes\, 2016)\, Kwame Anthony Appiah (Mistaken Identities\, 2016) and Hilary Mantel (Resurrection: The Art and Craft\, 2017).

The results have been contentious with both the current president Nicolás Maduro and opposition candidate Edmundo Gonzalez Urrutia claiming democratic victory. To worsen matters\, on the 6th of August\, the state of Venezuela launched a criminal probe into both presidential candidate Gonzalez\, as well as opposition party leader Maria Corina Machado. Ambassador Charles Shapiro will explore the recent election in Venezuela\, analyzing its implications for the nation’s future amidst a backdrop of economic turmoil and political instability. \n\n\n\nThe talk will delve into the election’s controversial results\, the reactions from both domestic and international actors\, and the subsequent uprisings that have swept across the country. Can the ruling United Socialist Party of Venezuela (PSUV) led by President Nicolás Maduro fend off the opposition coalition led by Edmundo Gonzalez Urrutia? The Arctic’s role in global security is further underscored by its proximity to the Greenland-Iceland-United Kingdom (GIUK) gap\, a vital chokepoint for NATO defense strategy. \n\n\n\nWithin this broader context\, the Trump Administration renewed U.S. focus on Greenland as a strategic asset. Greenland’s geographic location makes it a cornerstone of Arctic defense\, prompting the administration to place its military installations under U.S. Northern Command in 2025. He holds a Master’s degree in Latin American Political Studies from the National University of Colombia and a Bachelor’s degree in Political Science and History from Belmont Abbey College in the United States. \n\n\n\nSon of a Colombian diplomat\, he spent his childhood and adolescence in the United States. Upon returning to Colombia\, he taught for many years in the country’s most prestigious universities\, particularly the National University of Colombia\, where he has specialized in US History and Foreign Policy. His scholarly work also includes numerous publications on conflict resolution\, peace processes\, and political analysis\, underscoring his intellectual contributions to understanding and fostering peace. \n\n\n\nThroughout his illustrious career\, Ambassador García-Peña has held numerous positions that have significantly contributed to Colombia’s foreign policy. Notably\, from 2012 to 2015\, he served as the Consul General of Colombia in Paris\, where his tenure was marked by a deep engagement with the Colombian diaspora and efforts to promote Colombia’s cultural and economic interests in France.​Ambassador García-Peña’s extensive experience in peace processes is exemplified by his role as High Commissioner for Peace at the Presidency of the Republic of Colombia from 1995 to 1998. He has been instrumental in various capacities of peacebuilding\, including founding and directing Planeta Paz\, an organization dedicated to supporting grassroots participation in Colombia’s peace efforts.​His distinguished career in journalism as a columnist for El Espectador has earned him accolades\, including the prestigious Simón Bolívar Journalism Award for Best Column of the Year in 2011.
