The Arctic’s role in global security is further underscored by its proximity to the Greenland-Iceland-United Kingdom (GIUK) gap\, a vital chokepoint for NATO defense strategy. \n\n\n\nWithin this broader context\, the Trump Administration renewed U.S. focus on Greenland as a strategic asset. Greenland’s geographic location makes it a cornerstone of Arctic defense\, prompting the administration to place its military installations under U.S. Northern Command in 2025. The island’s vast reserves of rare earth minerals also attracted attention\, particularly as the U.S. sought to counter China’s dominance in critical supply chains. \n\n\n\nPresident Trump’s controversial proposal to purchase Greenland from Denmark\, while dismissed by both Danish and Greenlandic leaders\, reflected a broader ambition to assert U.S. dominance in the Arctic. The scale and speed of these personnel cuts have raised urgent questions about the future of U.S. diplomacy\, international development\, and the country’s ability to project soft power on the global stage. \n\n\n\nYet\, in a striking reversal\, on June 13\, the Voice of America reinstated dozens of Farsi-speaking journalists who had previously been placed on administrative leave by the Department of Government Efficiency (DOGE). This sudden pivot suggests that broadcasting to audiences in Iran has become an unexpected priority\, highlighting the Administration’s shifting strategic focus and the complex interplay between staffing decisions and foreign policy objectives. What are the long-term implications of hollowing out the diplomatic corps while selectively restoring capabilities in high-stakes regions? How might these changes affect America’s influence abroad\, its alliances\, and its ability to respond to global crises? Joining the Foreign Service in 1985 after graduating from Yale\, he started as a political and human rights officer in Honduras (1985-1988). In 1989 he was assigned to the State Department’s Operations Center. From 1989 to 1991 he worked in the Office of Soviet Union Affairs where he monitored and reported on the collapse of the Soviet Union. Next\, he served as the security affairs officer for Central and Eastern Europe. He left Washington in 1994 for Kiev\, Ukraine as Deputy Political Counselor. While there he was a recipient of AF[1]SA’s William R. Rivkin Award for Constructive Dissent by Mid-Level Officers for his work on the Bosnia crisis.  \n\n\n\nIn 1996 he returned to Washington to work for the Assistant Secretary of State for European and Canadian Affairs. From 1997-1998\, he served as an Assistant White House Press Secretary for Foreign Affairs and in 1998 he was the spe[1]cial assistant to Ambassador Thomas Pickering—then the Under Secretary of State for Political Affairs. For 1999-2000 Ambassador Rubin was a Rusk Fellow at the Institute for the Study of Diplomacy at Georgetown University where he enjoyed teaching about diplomacy. \n\n\n\nIn 2001 he was posted to Chiang Mai\, Thailand as Consul General. In 2004 he returned to Washington as the director of the Office of Policy Planning and Coordination in the Bureau of International Narcotics and Law Enforcement Affairs. In 2006 he served as the executive assistant to R. Nicholas Burns—the Under Secretary of State for Political Affairs at the time. \n\n\n\nFrom 2008 to 2011 he served as the Deputy Chief of Mission in Moscow. And from 2011 to 2015 he served as a deputy assistant secretary of state in the Bureau of European and Eurasian Affairs. Ambassador Rubin is married with two children. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\nPhilip A. Shull\nMr. Philip A. Shull has over 30 years of experience as a senior agricultural diplomat and executive with the U.S. Department of Agriculture’s Foreign Agricultural Service (FAS). In pursuing the mission of expanding food and agricultural exports and promoting global food security\, Mr. Shull has led negotiations\, directed strategic and market development planning\, conducted economic and marketing analysis\, and overseen multi-million dollar marketing\, technical exchange\, and food aid budgets. He has been a persuasive and effective advocate of U.S. and international positions on food and agricultural issues to audiences ranging from cabinet ministers to small farmers\, and represented the U.S. at international agriculture forums on food safety\, sanitary and phyto-sanitary issues\, and biotechnology. \n\n\n\nMr. Shull retired from USDA in 2016 from his position as Minister Counselor for Agriculture at the U.S. Embassy in Beijing\, USDA’s largest and most important overseas post. Chun served as the Director of U.S. Affairs at the Korean Ministry of national Defense and was involved in negotiations and cooperation with the U.S. on the relocation of U.S. forces\, camp returns\, ROK/U.S. Joint Vision Study\, Special Measures Agreement\, and the transition of the Wartime Operational Control.  \n\n\n\nLTG (Ret.) Chun commanded the 27th Infantry Division and was the Senior Member of the UN Command Military Armistice Commission. In November of 2013\, Inbum Chun was promoted to Lieutenant General and was assigned as the Commander of the ROK Special Warfare Command. Lieutenant General (Ret.) Chun retired from active duty as of July 31st\, 2016. \n\n\n\nLieutenant General (Ret.) Chun has also conducted concurrent fellowships with the Brookings Institute and the U.S.-Korea Institute (USKI) at the Johns Hopkins School of Advanced International Studies (SAIS) until October 2017. He was also a Distinguished Visiting Fellow at the Sam-Nunn School of International Affairs at Georgia Tech. LTG (Ret.) SUMMARY:AI in the Evolving Global Security Environment with Amb. Bonnie Jenkins
DESCRIPTION:Ambassador Bonnie Denise Jenkins\, PhD\nAmbassador Bonnie Denise Jenkins\, PhD\, has served as the Under Secretary for Arms Control and International Security since July 22\, 2021. As Under Secretary\, she leads three bureaus: the Arms Control\, Compliance and Verification Bureau; the International Security and Nonproliferation Bureau; and the Political-Military Affairs Bureau. In addition\, as of May  2023\, Secretary of State Antony Blinken named Under Secretary Jenkins as the senior official to lead the Department’s efforts on AUKUS implementation.  U/S Jenkins previously served in the Obama Administration as Special Envoy and Coordinator for Threat Reduction Programs in the Bureau of International Security and Nonproliferation (ISN) from July 2009 until January 2017.  Ambassador Jenkins coordinated U.S. efforts on threat reduction globally and U.S. government programs in chemical\, biological\, nuclear\, and radiological (CBRN) security.  She was the State Department lead for all four of the Nuclear Security Summits held from 2010 to 2016\, as well as the U.S. Representative to the G7 Global Partnership Against the Spread of Weapons and Materials of Mass Destruction.  Before serving as Coordinator\, she was a Legal Adviser to the U.S. Arms Control and Disarmament Agency where she provided advice to U.S. ambassadors and delegations negotiating arms control and nonproliferation treaties.  Ambassador Jenkins also provided legal advice to treaty implementation bodies including the Chemical Weapons Convention\, the Comprehensive Nuclear Test Ban Treaty\, the Open Skies Treaty\, the Conventional Forces in Europe Treaty\, and the Biological Weapons Convention (BWC).  She has worked with international institutions such as the International Atomic Energy Agency\, the World Health Organization\, the Organization for the Prohibition of Chemical Weapons\, the Office of Security and Cooperation in Europe\, the Comprehensive Nuclear-Test-Ban Treaty Organization\, Interpol\, and the BWC Implementation Support Unit. \n\n\n\nFrom 2014 to 2017\, Ambassador Jenkins led diplomatic efforts to promote the Global Health Security Agenda\, a group of 70 countries\, international organizations\, non-government organizations\, and private sector companies that builds countries’ capacity to prevent\, detect\, and respond to infectious disease threats like Ebola and Zika.  She also dedicated significant attention to the engagement with Africa to counter CBRN threats.  In partnership with the U.S. Defense Threat Reduction Agency and U.S. Africa Command she developed the Threat Reduction in Africa program to help ensure that U.S. programs and activities in CBRN security were well coordinated and met the needs of African partners. \n\n\n\nFor her service as Coordinator of Threat Reduction Programs\, Ambassador Jenkins was the 2016 ISN Nominee for the Secretary’s Award for Excellence in International Security Affairs.  Prior to re-joining the government in 2009\, Jenkins worked at the Ford Foundation as the Program Officer for US Foreign and Security Policy\, and Conflicts.  She also served as Counsel on the National Commission on Terrorist Attacks Upon the United States (9/11 Commission).  She was the lead staff member conducting research\, interviews\, and preparing commission reports on counterterrorism policies in the Office of the Secretary of Defense and on U.S. military plans targeting al Qaeda before 9/11.  Ambassador Jenkins served as General Counsel to the U.S. Commission to Assess the Organization of the Federal Government to Combat the Proliferation of Weapons of Mass Destruction and worked at Rand Corporation focusing on Middle East weapons of mass destruction issues. \n\n\n\nFrom its inception in 2017 until April 2021\, Ambassador Jenkins was the Founder\, Executive Director\, and Board Chair of Women of Color Advancing Peace and Security (WCAPS)\, a leading advocacy organization supporting women of color in the security and peace-building sector that believes global issues are best approached from a variety of perspectives.  In June 2020\, she also founded Organizations in Solidarity\, which supports a common vision of a world where all people are treated equally\, fairly\, and with respect. \n\n\n\nAmbassador Jenkins has been an adjunct professor at Georgetown University Law School\, Georgetown University School of Foreign Service and George Washington Elliott School of International Affairs.  She also assisted in designing and leading arms control and nonproliferation simulation courses at Stanford University and in designing a global health simulation at the University of Pennsylvania and Spelman College. \n\n\n\nFrom 2017 to 2020\, Ambassador Jenkins was a Nonresident Senior Fellow at Brookings Institution.  In 2017 she was a Senior Fellow at the Perry World House at the University of Pennsylvania.  She was a pre-doctoral fellow at the Belfer Center for Science and International Affairs at the John F. Kennedy School of Government\, Harvard University.  During her years at the Belfer Center she worked at Harvard Law School in the Bernard Koteen Office of Public Interest Advising as an advisor to law students on legal jobs in the public sector.  Ambassador Jenkins has a Ph.D. in International Relations from the University of Virginia; an LL.M. in International and Comparative Law from the Georgetown University Law Center; an M.P.A. from the State University of New York at Albany; a J.D. from Albany Law School; and a B.A. from Amherst College. She also attended The Hague Academy for International Law.  Jenkins is a retired U.S. Naval Reserve Officer and received numerous awards for her military service. SUMMARY:Human Security Challenges Symposium
DESCRIPTION:This symposium will explore the role of state\, non-state\, and international actors in solving or mitigating human security challenges. Human security\, as a governing principle\, emphasizes freedom from want and freedom from fear as opposed to traditional national security\, which emphasizes sovereignty and territorial integrity. Threats to human security manifest in several different ways\, including economic\, food\, healthcare\, and environmental challenges for institutions that may have a role in addressing. The symposium will bring together scholars\, practitioners\, and students from all over the world to discuss this impactful and important topic. \nThe University of North Georgia is partnering with the Army War College Strategic Studies Institute\, the Army Strategist Association\, the Association of the U.S. Army and the Atlanta Council on International Relations to host this symposium on the Dahlonega Campus of the University of North Georgia\, one of six senior military colleges in the United States\, located in the foothills of the Blue Ridge Mountains in northeast Georgia. From 5-6 April 2023\, participants will hear from a series of noteworthy speakers interspersed with panel discussions and question and answer sessions.
