Parents of newborns access benefits almost automatically. Estonians are living in the world’s first digital society.\n​\nWhen Estonia gained independence from the Soviet Union in 1991\, its technological resources were obsolete. Estonian leaders viewed this as an extraordinary opportunity to catch up with the West.
