SUMMARY:A Luncheon and Discussion: "Is War Coming to the Arctic ?" with Dr. Thomas Rotnem
DESCRIPTION:Climate change is thinning the Arctic ice\, promising to create a northwest passage for international trade and reigniting the competition with Russia\, China\, and other countries over access to the region’s mineral resources. The historic ties of Russia and China and their Arctic ambitions reveal that the Arctic is likely to be an arena for future strategic competition. Furthermore\, Greenland has become a focus of the U.S. and other countries because of its strategic location as well as its mineral wealth.  \n\n\n\nRussia’s 2022 invasion of Ukraine has temporarily bolstered the West’s position in the Arctic\, as previously neutral Finland and Sweden joined NATO. Finland’s accession into NATO not only increased the NATO-Russia land boarder by over 650 percent\, and moved the defense alliance a mere 250 miles from St. Petersburg\, but it also contributed to creating a divided Arctic\, where nearly half belongs to NATO while the remaining half is Russian territory.  \n\n\n\nRussia already operates a third more Arctic military bases than the U.S. and its NATO allies. Now Putin is moving soldiers\, icebreakers\, warships\, and submarines\, many of them with nuclear capabilities\, to the region\, as well as conducting Arctic drills that test hypersonic missiles capable of evading American defense.  \n\n\n\n\n\n\n\n\n\n\n\nDr. Thomas Rotnem\, Associate Director\, KSU \nThomas Rotnem is the Associate Director of the School of Government and International Affairs\, and Professor of Political Science at Kennesaw State University (KSU). His area of expertise is Comparative Politics\, with a specialization in Russian domestic and foreign politics. At KSU\, he teaches courses on Comparison Politics\, Russian Politics and Culture\, Russian Foreign Policy Comparative Democratization\, Arctic Policy\, and Politics and Security in a Changing Environment.  \n\n\n\nFor a little over a decade\, he’s been studying and writing about Russia’s policy interests in its Arctic realm\, as well as its evolving relationship with China in the region. He has received grants or fellowships from the Social Science Research Council\, IREX\, the Kennan Institute for Advanced Russian Studies\, the Woodrow Wilson Center for International Scholars\, the U.S. Department of Education\, the U.S. Department of State\, the National Science Foundation\, and the Fulbright Organization (for lectureships or scholarships in the Russian Federation and Latvia). Most recently\, he has worked as a co-principle investigator on a NSF Grant studying climate change’s impact upon economies in Greenland and Iceland.  \n\n\n\n \n\n\n\n\n\n\n\n\n\nRegister

The United States remains the top trading partner in the region. The Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR) and the United States-Panama Trade Promotion Agreement facilitate these goals by improving supply integration and creating efficient\, transparent customs procedures that enable quicker\, more cost-effective market access. These agreements further reinforce economic ties while supporting United States policy objectives for regional stability\, energy security\, and supply chain diversification.  \n\n\n\nMISSION DESCRIPTIONU.S. trade mission participants will arrive in Panama by October 19 to attend the opening reception of the Opportunities in Central America Business Conference. This event is also open to U.S. companies not participating in the mission’s business-to-business matchmaking sessions. On October 20\, trade mission participants will attend the business conference\, where they can network and engage in discussions. \n\n\n\nConference sessions will focus on regional opportunities\, market entry strategies\, legal\, logistics\, and trade financing resources. In addition\, participants will participate in one-on-one consultations with United States and Foreign Commercial Service (US&FCS) Officers from the United States Department of Commerce\, and Economic Officers from the United States Department of State\, representing United States embassies across the region\, including Belize\, Costa Rica\, El Salvador\, Guatemala\, Honduras\, and Panama. \n\n\n\nOn October 21\, selected participants will engage in business-to-business meetings with local companies in Panama. DESCRIPTION:When Sean Casey helped found helicopter parts supplier Rotorcorp\, he quickly noticed that companies who deploy these “flying pickup trucks” weren’t confined within U.S. borders. From far-flung fisheries and oil wells to expansive cattle ranches and infrastructure monitoring\, Robinson helicopters were being put to use all over the world in a variety of utilitarian\, and sometimes unorthodox\, applications. \n\n\n\nThe problem\, he soon found\, was that those who served them with spare parts were largely focused domestically\, and online ordering\, if it existed at all\, was a far cry from the e-commerce ease most consumers expect in their personal shopping. \n\n\n\nMr. Casey set to work expanding in two interlinked directions: digitizing inventory and improving online sales\, while also broadening company’s geographic reach\, relying on a variety of freely available resources — and carefully crafted personal relationships — to become an expert in exports. \n\n\n\nRotorcorp achieved liftoff\, and Mr. Casey exited the company in early 2025\, taking his talents and hard-won international business lessons to Dragon Q Energy\, a startup that distributes solar power poles outfitted with batteries to off-grid locations in need of reliable electricity. The company is set to launch a pilot project in Zambia as it raises capital to scale into disaster relief\, telecom\, commercial and military applications. He then transitioned to the General Insurance sector at Security and General Insurance Company in 1987\, while simultaneously venturing into Real Estate with Bahama Acres Limited\, a dual focus that continued until 2002. \n\n\n\nIn 1996\, Mr. Moss entered local government and was elected as the first Chairman for the Georgetown Township and District Council. In 1999\, he was reelected to the Georgetown Township. During this period\, his civic duties included his contribution to the Exuma Basketball Association\, serving in two roles\, as an executive and commissioner. He also contributed to the Exuma softball Association\, serving as an executive while also being an active player\, concluding his softball career after helping his team win a gold medal in the Bahama Games of 2001. \n\n\n\nFollowing this\, he entered national politics in 2002\, representing the Constituency of Exuma and serving as the deputy speaker for the House of Assembly from 2002 to 2007. Mr. Moss also held the position of Chairman for the Mortgage Corporation during these five years. \n\n\n\nMr. Moss was reelected in 2007 and served as a member of Parliament while taking on the role of Shadow Minister for the ministry of Youth and Sports. In 2012\, he was reelected once more and became the Parliamentary Secretary of the Ministry of Agriculture\, Fisheries\, Marine Resources\, and Local Government\, a position he held until 2017. \n\n\n\nFollowing his government service\, Mr. Moss retired in 2017 but was subsequently appointed as the Consul General of The Bahamas to Atlanta in 2022. In this role\, he represents The Bahamas in ten states\, fostering strong ties between the two nations and supporting the Bahamian community in Atlanta. \n\n\n\nMr. Moss is married to Shiela Denise Moss and has seven children and fifteen grandchildren. He identifies as a Baptist by denomination and continues to uphold the values and principles that have guided his career in his role as the Consul General of The Commonwealth of The Bahamas in Atlanta\, Georgia.
