(Bachelor of Medicine and Bachelor of Surgery) degree from the prestigious Government Medical College\, Nagpur in India. She joined the Indian Foreign Service in 1995. \nPrior to her appointment as Consul General\, Consulate General of India\, Atlanta\, she served as Regional Passport Officer\, Mumbai\, Maharashtra (2014-2018)\, Consul General in CGI Cape Town- South Africa (2012-2014)\, Deputy Head of Mission in Muscat\, Oman (2008-2012). \nDr. Kulkarni’s previous overseas assignments were First Secretary in High Commission of India\, London (2005-2008)\, where she successfully worked as a nodal officer for preventing discrimination for Indian Medical Graduates after the implementation of new UK Immigration rules; First Secretary in the High Commission of India\, Port Louis\, Mauritius (2001-2003); and as a Third Secretary (Language Trainee) in Embassy of India\, Spain (1997-1998). \nAt Headquarters\, Dr. Kulkarni worked as an Additional Private Secretary to the External Affairs Minister and later deputed as Regional Passport Officer\, Pune\, Maharashtra (1998-2001) and as Under Secretary looking after Austria\, Cyprus\, Greece\, Slovenia\, Switzerland\, Liechtenstein & Holy See\, Malta\, Portugal\, Ireland and Spain (2003-2005). \nDr. Kulkarni is married to Mr. Vijay Jayant Kulkarni who is a Merchant Mariner by profession and has two daughters. \nHer interests include study of developmental issues\, swimming\, and tennis. \n\nMr. Shailesh Lakhtakia\, Cosul (Political and Consular)\n\nMr. Lakhtakia – was born on 18 of July 1960 in Lucknow\, India\, a city famous in India for ‘kebabs’ and a culture where respect for others\, the palate and the clothes dominates one’s life considerably. \nHe studied at the Lucknow University from where he got his Bachelors’ degree in Arts having studied Economics\, Modern History and Political Science. At the same University he got his Bachelors’ Degree in Laws. \nHe then moved to New Delhi where he worked briefly with the Ministry of Commerce\, Government of India from 1984 to 1987. \nIn 1987\, he took up new assignment with the Indian Foreign Service in the Ministry of External Affairs\, Government of India and has been with this service since then. As part of his service he served at various places in the Headquarters at New Delhi and with the Indian Diplomatic Missions abroad commencing with Libya and later at Kyrgyzstan\, Bahrain and Mongolia. Mr. Lakhtakia has traveled to all the continents on the globe and has participated in some international conferences/events. He has handled work relating to finance\, protocol\, administration\, accounts\, consular\, culture\, civilian training\, education\, global cyber issues\, commerce\, publicity\, counter terrorism and political. \nHis hobbies include philately and numismatics. \n

He oversees the relations between France and six southeastern states (Alabama\, Georgia\, Mississippi\, North Carolina\, South Carolina\, and Tennessee). \nMr. Hommeril was born on August 27\, 1959. He is married and has 7 children. He studied Law and Arts (English language and literature) at the University of Haute-Normandie (Rouen\, France) and the University of Paris Panthéon-Sorbonne. \nHe entered the French diplomatic service in April 1985. He first worked in the Consular Affairs division of the Directorate for French Nationals Abroad and Foreigners in France. From summer 1987 to March 1991\, he served as the second secretary of the French Embassy in The Hague (Netherlands). From 1991 to summer 1994\, he served as First Secretary\, Deputy Head of Mission at the French Embassy in Colombo (Sri Lanka). From summer 1994 to summer 1997\, he held the same position at the French Embassy in Niamey (Niger). Between 1997 and 2000\, he occupied various management positions within the Financial and Administrative Direction of the French Foreign Affairs Ministry. From summer 2000 to summer 2004\, he served as Second Counselor\, Deputy Head of Mission at the French Embassy in Manila (Philippines). From summer 2004 to summer 2006\, he served as the commercial advisor and deputy of the economic mission of the French Embassy in Warsaw (Poland). He headed the Legal Affairs division of the Ministry’s Building and Logistical Services Department from 2006-2009. From summer 2009 to summer 2012\, he served as Second Counselor\, Deputy Head of Mission at the French Embassy in Bamako (Mali). He served as Consul General of France in Moncton and Halifax from summer 2012 to summer 2016. DESCRIPTION:The drone strike that shook the world. The assassination of Qasem Soleimani\, Iranian Major General of Iran’s Islamic Revolutionary Guard Corps\, threated to tip U.S.-Iran hostilities into war. President Trump justified the attack; the U.S. accuses Soleimani for acts of terrorism and for being the arcquitect of operations that killed hundreds of soldiers during the Iraq war. In Iran\, a major contrast: many lauded the powerful commander as a hero.\n\nThe attack prompted significant questions. How legal is for the U.S. President to carry these covert operations? Was this attack strategically wise as for making Americans safer or just a reckless escalation?\n\nProfessor Laurie Blank from Emory Law School in conversation with Professor Carrie Lee from the Air War College will shed light on this issue as they discuss the role of the U.S. military around the world and the premises to understand what’s legal and strategic when it comes to such high-level military operations.\n\nThis online program is a membership benefit.
