A former Defense Minister\, Velizar Shalamanov\, a Member of Parliament and head of the Bulgarian delegation to the Parliamentarian Assembly of NATO offers his perspective regarding the future of this geostrategic region. \nVelizar Shalamanov\nAbout the Speaker: After 19 years in military\, followed by an academic career in the Academy of Sciences\, Dr. Shalamanov has had several tours of public service: Deputy Minister of Defense (1998-2001)\, Minister of Defense (2014)\, Director Demand Management in the NATO’s IT and Cyber Agency (2009-2017)\, member of the 45th and 46th Parliaments of Bulgaria (Vice Chair of the Defense Committee). \nIn 2019 he was elected as a Chair of the NATO Communications and Information Agency Supervisory Board facilitating the consensus among 30 nations. Since 2018 Velizar has been the deputy director of the Institute of Information and Communications Technologies\, focusing on consolidation of the academic cyber capacity in Bulgaria and EU (under H2020 project) and study of best practices for effectiveness\, efficiency and cyber resilience of IT organizations\, the role of IT in institutional change management. The IT and change management / innovation-related research work of Dr. Shalamanov started in 1984 as a project manager\, head of section and sector in defense institute\, leading intelligent planning and assessment systems development\, followed by some projects in space research\, institutional change management\, integrated command and control / emergency management systems\, and computer assisted exercises. He defended his PhD thesis in Kiev (1991) and became Associated Professor in 1998. Since 1993 Dr. Shalamanov is a member of the Armed Forces Communications and Electronics Association (AFCEA Int.) with a HQ in Washington (member of the Board and Executive Committee for 5 years) and as a deputy minister represented Bulgaria in co-founding of the PfP Consortium (1999) and Geneva Center for Democratic Control of Armed Forces (DCAF\, 2000)\, where he served 12 years as a member of the International Advisory Board.

DESCRIPTION:The University of Georgia School of Law’s Dean Rusk International Law Center will be hosting its annual Georgia Journal of International and Comparative Law conference on October 8\, 2021. \nThe 1972 United Nations Conference on the Human Environment produced the “Stockholm Declaration\,” an environmental manifesto that forcefully declared a human right to environmental health and birthed the field of modern international environmental law. \nIn celebration of its 50th anniversary volume\, the Georgia Journal of International and Comparative Law is convening this event to reflect on the first 50 years of international environmental law and the lessons this history may hold for the future. \nThe conference organized according to the three themes of Principle 1 of the Stockholm Declaration\, including panels on the rights-based approach to environmental protection; anti-racism\, decolonization\, and environmental protection; and international environmental law’s future. \n\nProfessor Dinah Shelton\nIt will feature a keynote address by Dinah Shelton\, the Manatt/Ahn Professor of International Law Emeritus\, George Washington University School of Law. Way\, professor of history at Georgia State University\, on his recently released book\, Agrotropolis: Youth\, Street\, and Nation in the New Urban Guatemala. \nNote: Space for the in-person event at the Global Atlanta offices\, is limited to the first 20 guests. Please select your preferred option when registering. \nHosted by Constellations\, home to the Global Atlanta offices:  \n \nAbout the Book\n \nAs a scholar whose research applies directly as testimony in asylum cases\, J.T. Way is well-versed in why thousands of Guatemalans are fleeing for their lives. He explains many of these realities in his new book\, Agrotropolis: Youth\, Street\, and Nation in the New Urban Guatemala. A fragile democracy in a country torn up by war and genocide gets gutted in its infancy as neoliberal policies shrink the state. Local thugs make towns their fiefdoms as lawlessness\, corruption\, and common and organized crime sweep the landscape. Neighborhood watch patrols become vigilante lynch mobs. Gender-based violence rises to the level of femicide. Youngsters make it through high school but find no work in an extractive economy propped up by migrants’ remittances and aptly symbolized by unregulated offshore banks. Hopes for a better life around the end of the war in 1996 fade in the next two decades as a “war of all against all” brings more violence and despair. \nAgrotropolis draws on a varied archive of primary sources\, as well as Way’s ethnographic field work in a nation he’s explored since 1991 and lived in from 2002 to 2012. It maps documents on politics\, economics\, and development against a kaleidoscopic array of cultural productions. It’s the first book to tell the story of Guatemalan rock nacional\, with genres ranging from death metal to grunge to Maya rock-folk fusion and Spanish and Mayan-language rap. Way examines ad campaigns and pop-culture websites\, blogs\, and Facebook and YouTube posts and comments. The book also traces a florescence of new novels and films and an explosion in photography\, painting\, wild-style graffiti and break-dancing. All of these art forms arose in fertile dialogue with a “Maya power” movement that spearheaded a cultural sea-change in the nation. Street art\, slang\, style and fashion\, leisure activities\, and even the postures and gestures wrapped up in people’s “forma de ser” (way of being) all find a place in this history. \nAbout the Author\nAuthor of Agrotropolis\, J.T. Way\nJ. T. Way is an Associate Professor who teaches and researches Latin American history at Georgia State University. A Central Americanist\, his main area of specialty is 20th- and 21st-century Guatemala\, about which he has published various articles and two scholarly books. The Mayan in the Mall: Globalization\, Development\, and the Making of Modern Guatemala (Duke\, 2012) maps the transnational project of development against the activities of the working poor in Guatemala City from 1920 to the new millennium\, showing how the largest city in Central America—where shantytowns and humble municipal and street markets abut luxurious malls and wealthy neighborhoods—came to have such stunning contrasts. Agrotropolis: Youth\, Street\, and Nation in the New Urban Guatemala (University of California\, 2021) teams an examination of the rapid urbanization of the agrarian countryside with the history of popular youth culture from 1983 to the 2010s. It shows how youth have used ethnic pride\, tradition\, pop culture\, and “street culture” to challenge the nation’s system of castes and create a popular alternative nationalism\, despite—and in dialogue with—the horrible conditions that confronted them. \nJ. T. has extensively traveled in Latin America since he first explored the region in a 14-month-long backpacking trip in 1991 and 1992\, later earning an MA in Latin American History at Tulane University\, and a second MA and his Ph.D. (2006) from Yale. He likes to joke that he left to do his doctoral research in Guatemala in 2002 and “never came back\,” since he ended up residing in the country until he joined the GSU faculty in 2012. During that time\, he founded and led a U.S.-international school and was a Faculty Affiliate of the University of Arizona\, teaching undergraduate and graduate courses on Guatemala at CIRMA\, the Center for Mesoamerican Research (Centro de Investigaciones Regionales de Mesoamérica\, a prestigious social science archive and research center in Antigua\, Guatemala). At the time he joined the GSU faculty\, J. T. was serving as CIRMA’s Director\, a position he held from abroad through the first trimester of 2013. When global health conditions permit\, he still spends several months a year in Guatemala\, and is currently working on a book on the root causes of the flood of refugees from the Northern Triangle seeking asylum in the United States. He also regularly serves as an expert witness in asylum hearings for Guatemalans and Hondurans. \nAbout the Series\nGeorgia’s deep pool of international expertise is sometimes hidden in the ivory towers of academia or overshadowed by looming national figures. He commanded a fighter squadron\, the amphibious ship USS CLEVELAND\, and the aircraft carrier USS ENTERPRISE. As a flag officer\, he commanded a carrier strike group\, two NATO commands\, the United States SIXTH Fleet\, United States NORTHERN Command\, and the North American Aerospace Defense Command\, also known as NORAD. He retired after serving as the ninth Vice Chairman of the Joint Chiefs of Staff and the United States’ number two ranking military officer. \nAdmiral Winnefeld is a frequently published author and a director or advisory board member for companies operating in a broad spectrum of business sectors. He currently serves as Distinguished Professor at the Sam Nunn School of International Affairs at Georgia Tech where he is a former Chair of the Advisory Board\, a member of the Georgia Tech Engineering Hall of Fame\, and an emeritus member of the Georgia Tech Foundation. He is a senior non-resident fellow at Harvard’s John F. Kennedy School of Government. Admiral Winnefeld and his wife\, Mary\, are Co-Chairs of SAFEProject.US\, a national nonprofit committed to helping reverse the epidemic of drug overdose fatalities in the United States.
