DESCRIPTION:Ambassador Bonnie Denise Jenkins\, PhD\nAmbassador Bonnie Denise Jenkins\, PhD\, has served as the Under Secretary for Arms Control and International Security since July 22\, 2021. As Under Secretary\, she leads three bureaus: the Arms Control\, Compliance and Verification Bureau; the International Security and Nonproliferation Bureau; and the Political-Military Affairs Bureau. In addition\, as of May  2023\, Secretary of State Antony Blinken named Under Secretary Jenkins as the senior official to lead the Department’s efforts on AUKUS implementation.  U/S Jenkins previously served in the Obama Administration as Special Envoy and Coordinator for Threat Reduction Programs in the Bureau of International Security and Nonproliferation (ISN) from July 2009 until January 2017.  Ambassador Jenkins coordinated U.S. efforts on threat reduction globally and U.S. government programs in chemical\, biological\, nuclear\, and radiological (CBRN) security.  She was the State Department lead for all four of the Nuclear Security Summits held from 2010 to 2016\, as well as the U.S. Representative to the G7 Global Partnership Against the Spread of Weapons and Materials of Mass Destruction.  Before serving as Coordinator\, she was a Legal Adviser to the U.S. Arms Control and Disarmament Agency where she provided advice to U.S. ambassadors and delegations negotiating arms control and nonproliferation treaties.  Ambassador Jenkins also provided legal advice to treaty implementation bodies including the Chemical Weapons Convention\, the Comprehensive Nuclear Test Ban Treaty\, the Open Skies Treaty\, the Conventional Forces in Europe Treaty\, and the Biological Weapons Convention (BWC).  She has worked with international institutions such as the International Atomic Energy Agency\, the World Health Organization\, the Organization for the Prohibition of Chemical Weapons\, the Office of Security and Cooperation in Europe\, the Comprehensive Nuclear-Test-Ban Treaty Organization\, Interpol\, and the BWC Implementation Support Unit. \n\n\n\nFrom 2014 to 2017\, Ambassador Jenkins led diplomatic efforts to promote the Global Health Security Agenda\, a group of 70 countries\, international organizations\, non-government organizations\, and private sector companies that builds countries’ capacity to prevent\, detect\, and respond to infectious disease threats like Ebola and Zika.  She also dedicated significant attention to the engagement with Africa to counter CBRN threats.  In partnership with the U.S. Defense Threat Reduction Agency and U.S. Africa Command she developed the Threat Reduction in Africa program to help ensure that U.S. programs and activities in CBRN security were well coordinated and met the needs of African partners. \n\n\n\nFor her service as Coordinator of Threat Reduction Programs\, Ambassador Jenkins was the 2016 ISN Nominee for the Secretary’s Award for Excellence in International Security Affairs.  Prior to re-joining the government in 2009\, Jenkins worked at the Ford Foundation as the Program Officer for US Foreign and Security Policy\, and Conflicts.  She also served as Counsel on the National Commission on Terrorist Attacks Upon the United States (9/11 Commission).  She was the lead staff member conducting research\, interviews\, and preparing commission reports on counterterrorism policies in the Office of the Secretary of Defense and on U.S. military plans targeting al Qaeda before 9/11.  Ambassador Jenkins served as General Counsel to the U.S. Commission to Assess the Organization of the Federal Government to Combat the Proliferation of Weapons of Mass Destruction and worked at Rand Corporation focusing on Middle East weapons of mass destruction issues. \n\n\n\nFrom its inception in 2017 until April 2021\, Ambassador Jenkins was the Founder\, Executive Director\, and Board Chair of Women of Color Advancing Peace and Security (WCAPS)\, a leading advocacy organization supporting women of color in the security and peace-building sector that believes global issues are best approached from a variety of perspectives.  In June 2020\, she also founded Organizations in Solidarity\, which supports a common vision of a world where all people are treated equally\, fairly\, and with respect. \n\n\n\nAmbassador Jenkins has been an adjunct professor at Georgetown University Law School\, Georgetown University School of Foreign Service and George Washington Elliott School of International Affairs.  She also assisted in designing and leading arms control and nonproliferation simulation courses at Stanford University and in designing a global health simulation at the University of Pennsylvania and Spelman College. \n\n\n\nFrom 2017 to 2020\, Ambassador Jenkins was a Nonresident Senior Fellow at Brookings Institution.  In 2017 she was a Senior Fellow at the Perry World House at the University of Pennsylvania.  She was a pre-doctoral fellow at the Belfer Center for Science and International Affairs at the John F. Kennedy School of Government\, Harvard University.  During her years at the Belfer Center she worked at Harvard Law School in the Bernard Koteen Office of Public Interest Advising as an advisor to law students on legal jobs in the public sector.  Ambassador Jenkins has a Ph.D. in International Relations from the University of Virginia; an LL.M. in International and Comparative Law from the Georgetown University Law Center; an M.P.A. from the State University of New York at Albany; a J.D. from Albany Law School; and a B.A. from Amherst College. She is a foreign policy and national security expert with over 20 years of service in the U.S. government\, including at the National Security Council (NSC)\, CIA\, State Department\, and Capitol Hill. Her work has centered on U.S. policy toward the Indo-Pacific and South Asia\, with a particular focus on U.S.-India strategic relations; Quad (United States\, Australia\, India\, and Japan) cooperation; counterterrorism strategy in South and Central Asia; and China’s role in the region. \n\n\n\nCurtis served as deputy assistant to the president and NSC senior director for South and Central Asia from 2017 to 2021 under three successive national security advisors. During her tenure at the NSC\, she coordinated U.S. policy development and implementation of the South Asia Strategy approved by the president in 2017 and was a key contributor to the Indo-Pacific Strategic Framework\, which included expanding Quad security cooperation. She coordinated policies designed to strengthen the U.S.-India defense\, diplomatic\, and trade partnership\, resulting in a widely recognized elevation of the relationship. Curtis also coordinated development of the U.S. strategy toward Central Asia\, to include facilitating new partnerships with Uzbekistan and Kazakhstan. In addition\, she travels the state to better understand the local communities\, including all of their unique characteristics and strengths and to assist them in attracting more Japanese businesses. She took over this role in February of 2021. Ms. Takeuchi is fluent in Japanese and has more than 18 years of experience working with Japanese companies and public entities. She earned her B.A. in International Affairs and Economics from George Washington University. Prior to joining the Georgia Department of Economic Development\, she held various roles at the Consulate-General of Japan in Atlanta for 8 years. Previously she worked as a Bilingual Executive Assistant at Toppan Interamerica in McDonough\, Georgia\, as well as serving 5 years as an Assistant Language Teacher on the Japan Exchange and Teaching (JET) Program. The conversation will be in English.  \n\n\n\n\n\n\n\n\n\n\n\nDr. Lindsay Krasnoff\nDr. Lindsay Krasnoff is a globally-recognized sports diplomacy expert pioneering work within the basketball diplomacy framework and a leading expert on French sport\, notably how France became one of the major basketball pipelines for NBA\, WNBA\, and NCAA talent. Author of Basketball Empire: France and the Making of a Global NBA and WNBA (Bloomsbury\, 2023) and The Making of Les Bleus: Sport in France\, 1958-2010 (Lexington Books\, 2013)\, she has deep knowledge of the Fifth Republic’s youth development programs and French-American diplomatic and sports ties. She is also historian\, writer\, speaker\, and consultant who helps industry professionals be more effective communicators across the global sports arena by drawing on her deep expertise in global sports\, communications\, and diplomacy. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\nQuentin Westberg\nQuentin Westberg is a professional goalkeeper who began his career with the youth academy at French club ES Troyes AC. He is a former youth international\, having represented the United States at under-17\, under-20 and under-23 levels\, playing at the 2005 FIFA World Youth Championship. Westberg played for 15 years in France before moving to North America in 2019. He is currently a professional soccer player in Atlanta. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\nSylvain Yondjouen\nSylvain Yondjouen is a talented football player who has made his mark as a defensive end for the Georgia Tech Yellow Jackets. Yondjouen’s journey to Georgia Tech was quite unique\, spanning from Belgium to Philadelphia\, Arizona\, and finally Atlanta. His hard work\, athletic gifts\, and perseverance have positioned him as a likely high-round draft pick for the NFL. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\nOsvaldo Jeanty\nOsvaldo Jeanty was born in Haiti and immigrated to Canada at the age of 6. He played professional basketball for 7 years in several European and francophone countries such as Germany\, Romania and Morocco. He was a member of the Canadian national basketball team in 2006 and 2007. His experience in playing at a high level in various countries has been instrumental in shaping his leadership and inter-personal skills\, his understanding of people\, as well as his cultural awareness. Although this pandemic seems to have waned\, how can we apply these lessons to future pandemics? To view the other 2024 topics or learn more about Great Decisions\, visit Gciv.org/programs/gd. \n\n\n\n\n\n\n\n\n\n\n\nMonica Schoch-Spana\, PhDSenior Scholar\, Research Professor\nDr. Schoch-Spana\, a medical anthropologist\, is a Senior Scholar with the Johns Hopkins Center for Health Security and a Research Professor in the Department of Environmental Health and Engineering at the Johns Hopkins Bloomberg School of Public Health. Since 1998\, she has focused her public health career on generating and applying evidence to advise policymakers and practitioners on how to collaborate with private citizens\, businesses\, and faith- and community-based groups in efforts to manage catastrophic health events\, both effectively and equitably. Her areas of expertise include community resilience to disaster\, public engagement in policymaking\, crisis and emergency risk communication\, health equity\, and public health emergency management (readiness/response/recovery). \n\n\n\nDuring the COVID-19 pandemic response\, Dr. Schoch-Spana has diligently translated social scientific insights into actionable recommendations for policymakers and practitioners\, including as co-Principal Investigator for CommuniVax—a national ethnographic research coalition whose expert advisory group and 6 local teams partnered with communities of color to tackle COVID-19 vaccine access and acceptance issues and to put equity at the center of the pandemic recovery process. She has also collaborated in generating an ethical framework for the allocation of COVID-19 vaccines\, advanced understanding of the pandemic’s mental health challenges\, contributed to decision-making guidance for governors on safe reopening strategies\, consulted on crisis standards of care and their communication to the public\, and spotlighted the need for a transformative pandemic recovery process focused on the whole person. \n\n\n\nDr. Schoch-Spana’s national advisory roles include formerly serving on the Homeland Security Subcommittee of the Board of Scientific Counselors for the US Environmental Protection Agency and on the Resilient America Roundtable of the National Academies of Sciences\, Engineering\, and Medicine (NASEM)\, which she also cochaired. She has held appointments to numerous other NASEM committees including\, most recently\, those focused on building public trust in public health emergency preparedness and response (PHEPR) science\, enhancing community capacity and resilience to floods in Southeast Texas\, and expanding medical countermeasure delivery and increasing uptake though public-private partnerships. She presently serves on the Executive Board to the CDC and NSF-sponsored Public Health Extreme Events Research Network (PHEER). \n\n\n\nOver the course of her scholarly career\, Dr. Schoch-Spana has helped guide the direction of policy and practice in public health emergency management such that planning and operations are more behaviorally realistic and contribute to health equity; public health communicators are better equipped to meet the population’s informational needs in an emergency; citizens have more venues to contribute their practical\, intellectual\, and ethical inputs to readiness and response endeavors; and national and local communities are striving to withstand and learn from disasters\, rather than merely respond to them. \n\n\n\nFrom 2003 to 2017\, Dr. Schoch-Spana worked at the University of Pittsburgh Medical Center’s Center for Health Security; prior to that she worked at the Johns Hopkins University Center for Civilian Biodefense Strategies\, starting in 1998. She received her PhD in cultural anthropology from Johns Hopkins University and a BA from Bryn Mawr College.
