DESCRIPTION:The University of Georgia School of Law’s Dean Rusk International Law Center will be hosting its annual Georgia Journal of International and Comparative Law conference on October 8\, 2021. \nThe 1972 United Nations Conference on the Human Environment produced the “Stockholm Declaration\,” an environmental manifesto that forcefully declared a human right to environmental health and birthed the field of modern international environmental law. \nIn celebration of its 50th anniversary volume\, the Georgia Journal of International and Comparative Law is convening this event to reflect on the first 50 years of international environmental law and the lessons this history may hold for the future. \nThe conference organized according to the three themes of Principle 1 of the Stockholm Declaration\, including panels on the rights-based approach to environmental protection; anti-racism\, decolonization\, and environmental protection; and international environmental law’s future. \n\nProfessor Dinah Shelton\nIt will feature a keynote address by Dinah Shelton\, the Manatt/Ahn Professor of International Law Emeritus\, George Washington University School of Law. SUMMARY:The Law and Logics of Attribution: Constructing the Identity and Responsibility of States and Firms
DESCRIPTION:When private companies perform governmental functions and governments own companies\, which acts should be attributed to the state? Which should be attributed to the corporation? And whose religious beliefs\, speech rights\, and moral standing can those entities claim? \nIn international law\, scholars and practitioners struggle to attribute rights and responsibilities between state and private entities in areas as diverse as military contracting\, environmental accountability\, human rights\, international investment\, and cyber espionage and warfare. In the corporate governance realm\, attributing responsibility to entities is increasingly challenging in the context of globally dispersed corporate families with intricate parent-subsidiary structures; identity attribution has also produced headlining debates. \nWhile attribution questions fuel important conversations in both corporate and international law\, the two literatures are not often in conversation. Questions of attribution in both domains nevertheless are becoming more complex and urgent\, and the fields increasingly intersect: In some areas of law\, attribution doctrines must determine the dividing line between states and firms. Doctrines of attribution construct the public domain\, and thereby also the private. Attribution questions in both domains reinvigorate classic inquiries about the nature of a corporation\, the relationship between private entities and the state\, and the proper function of the law in mediating between the two. \nThis conference will draw together corporate and international legal scholars\, as well as thinkers outside the law\, in order to cross-pollinate these two fields and the questions at their intersection\, and to unearth promising theoretical tools. It will consider theoretical and doctrinal approaches to attribution\, potential consequences of these approaches\, and whether they may reconcile the ambiguities and deficiencies that drive current debates. The project aims to offer a new point of entry to enduring theoretical and doctrinal questions about the nature of corporations\, of states\, and of the relationship between them. It is particularly relevant at a time where corporations are “jurisdictionally ambiguous and spatially diffuse\,” states are deferential\, dependent or outflanked\, and multilateralism is at an ebb. \nThe virtual forum is co-sponsored by the American Society of International Law; the Society’s Interest Group on International Legal Theory;and the Dean Rusk International Law Center at the University of Georgia School of Law. \n\n\n	From the archive:

SUMMARY:The Future of Space Governance
DESCRIPTION:This conference takes a stakeholder approach to emerging questions of outer space governance. It seeks to understand the perspective and concerns of classic space powers\, new entrants\, non-space faring nations\, and international organizations like the Committee on the Peaceful Uses of Outer Space\, as well as civilian space agencies\, national militaries\, and commercial actors. It asks for views on the sufficiency of existing law and governance structures and probes the legal needs of new and existing stakeholders. It will explore the agendas of the growing collection of actors\, and attempt to find new prospects for governance.\nThe Dean Rusk International Law Center and the Georgia Journal of International and Comparative Law at the University of Georgia School of Law will host a daylong conference to explore these developments on Monday\, October 28\, 2019\, at the law school’s Athens campus. The conference will feature a keynote speech by Professor Emerita Joanne Irene Gabrynowicz\, University of Mississippi School of Law. Experts from academia and the practice will present on panels. SUMMARY:The International Criminal Court and the Community of Nations
DESCRIPTION:Resolved to guarantee lasting respect for and\nthe enforcement of international justice…\n– Preamble\, Rome Statute \nAcross the globe\, resurgent nationalisms place stress on institutions designed to promote human and collective security through international cooperation. Critiques – even\, at times\, outright denunciations – compel such institutions to re-examine\, in a process that poses challenges yet also portends opportunities for renewal. The dynamic surely affects the International Criminal Court. In the last several months alone\, states as varied as Burundi\, the Philippines\, and the United States have levied harsh criticism against this twenty-year-old justice institution\, established in recognition that “children\, women and men have been victims of unimaginable atrocities” that “threaten the peace\, security and well-being of the world.” \nIn the same time frame\, the ICC Prosecutor welcomed a multistate referral of alleged crimes in Venezuela and launched a preliminary examination into alleged forced deportation in Myanmar\, and the Court as a whole continued complementary efforts to strengthen national and regional prevention and accountability. It did so within legal\, geopolitical\, and budgetary constraints imposed by a trio of stakeholder communities. \nThe Dean Rusk International Law Center and the Georgia Journal of International and Comparative Law at the University of Georgia School of Law will host a daylong conference to explore these developments on Friday\, March 8\, 2019\, at the law school’s Athens campus. The conference will feature a video message from International Criminal Court Prosecutor Fatou Bensouda. \nExperts from academia and the practice will cast a critical eye on “The International Criminal Court and the Community of Nations”; that is\, on the place of the ICC vis-à-vis communities of states parties\, nonparty states\, and nonstate stakeholders\, as well as inherited communities.
