DESCRIPTION:After the national town hall\, Dr. Lyle Jared Goldstein from the Naval War College will offer the keynote presentation entitled “Meeting China Halfway: How to Avert War and Reduce Militarized Rivalry in US-China Relations”. Dr. Goldstein is research professor in the China Maritime Studies Institute (CMSI) at the Naval War College. The founding director of CMSI and author of dozens of articles on Chinese security policy\, he focuses on Chinese undersea warfare. On the broader subject of US-China relations\, Goldstein published the book Meeting China Halfway in 2015. Over the last several years\, Goldstein has focused on the North Korea crisis. DESCRIPTION:ATLANTA — Forty years after U.S. President Jimmy Carter and Chinese leader Deng Xiaoping ended three decades of estrangement between the United States and the People’s Republic of China\, The Carter Center will convene a three-day symposium on Sino-American relations. \nThe symposium\, which takes place Jan. 17-19\, will include talks and panel discussions featuring several dozen leading scholars\, think-tank experts\, and veterans of statecraft. Much of the event\, including keynote remarks on the morning of Jan. 18 by President Carter and Chinese Ambassador Cui Tiankai\, will be open to the press. \nThe symposium comes at a critical time for U.S.-China relations\, which in recent months have been marked by increasing tension and an acrimonious trade war. \n“As President Carter himself recently noted\, the benefits that both our countries have reaped from four decades of increasing cooperation are now in jeopardy because of a deterioration of trust and respect in both capitals\,” said Carter Center CEO Ambassador (ret.) Mary Ann Peters. “Ensuring that the United States and China can continue to navigate toward collaboration on bilateral and global issues is one of the vital challenges of our time.” \nBackground: On Dec. 15\, 1978\, Carter and Deng announced that they would “normalize” diplomatic ties between the two nations on Jan. 1\, 1979\, laying the foundation for the rapid growth of bilateral relations. Today\, the American and Chinese economies are the world’s two largest\, and Sino-American economic\, political\, and military relations weigh heavily on the global future. DESCRIPTION:Two evolving events may impact global peace and prosperity in the coming years. First\, President Donald Trump is drastically changing America’s domestic and foreign policies under the slogan “Make America Great Again.” Second\, President Xi Jinping has launched a set of policies that he similarly claims will make China great again. Both leaders are driven by nationalism\, which has been magnified by both conventional and new media. In fact\, the mix of nationalism and media has fundamentally altered the dynamics and equilibrium of the bilateral relations between the US and China. The concern that the interests of the two nations may be on a collision course has been greatly enhanced by President Xi’s report at the National Congress of the Chinese Communist Party in October and the release of the Trump Administration’s 2018 National Security Strategy in December 2017. \nOn January 30\, 16 young scholars from China and the US will present their findings on how nationalism and the media are influencing bilateral relations. On January 31 at 4 p.m.\, five well-known Chinese and American opinion makers will engage each other in a debate on whether the US and China are adversaries and what can be done to reduce misconception and hostility between Washington and Beijing. Many say this relationship is too big to fail; others say it is too big and complex to manage.
